32. In view of those developments, the Secretary-General had requested his Personal Envoy early in 2000 to undertake new consultations with the parties and neighbouring countries.

The Secretary-General had decided that Alvaro de Soto, in his capacity as Special Representative for Western Sahara, would continue to work with the parties and neighbouring countries in pursuit of a just, lasting and mutually acceptable political solution, which would provide for the self-determination of the people of Western Sahara in the context of arrangements consistent with the purposes and principles of the Charter of the United Nations.
وقرر الأمين العام أن يواصل ألفارو دي سوتو، بوصفه الممثل الخاص للصحراء الغربية، العمل مع الطرفين والبلدين المجاورين سعيا إلى التوصل إلى حل سياسي عادل ودائم ومقبول بصورة متبادلة، من شأنه أن يتيح لشعب الصحراء الغربية تقرير مصيره في سياق الترتيبات المتمشية ومقاصد ومبادئ ميثاق الأمم المتحدة.

12. On 20 October 2004, the Secretary-General submitted a report to the Security Council (S/2004/827), in which he informed the Council that his Special Representative had conducted a round of consultations in the region to ascertain the positions of the parties and neighbouring countries.
12 - وفي 20 تشرين الأول/أكتوبر 2004، قدم الأمين العام تقريرا إلى مجلس الأمن (S/2004/827) أبلغ المجلس فيه أن ممثله الخاص أنهى جولة من المفاوضات في المنطقة للتأكد من مواقف الطرفين والبلدين المجاورين.

25. Consequently, the Personal Envoy, during his visit to the region from 14 to 17 January 2003, had presented to the parties and neighbouring countries a peace plan for self-determination of the people of Western Sahara (see S/2003/565, annex II), which he had also shared with members of the Security Council in March.
25 - وعملا بهذا الطلب، قدّم المبعوث الشخصي إلى الطرفين والبلدين المجاورين أثناء زيارته للمنطقة في الفترة من 14 إلى 17 كانون الثاني/يناير 2003 خطة للسلام من أجل تقرير المصير لشعب الصحراء الغربية (انظر المرفق الثاني للوثيقة S/2003/656) أطلع أيضا أعضاء مجلس الأمن عليها في شهر آذار/مارس.

2. Pursuant to Security Council resolution 1541 (2004) of 29 April 2004, the Secretary-General submitted on 20 October 2004 a report to the Security Council (S/2004/827), in which he informed the Council that his Special Representative had conducted a round of consultations in the region to ascertain the positions of the parties and neighbouring countries.
2 - وعملا بقرار مجلس الأمن 1541 (2004) المؤرخ نيسان/أبريل 2004 قدم الأمين العام في 20 تشرين الأول/أكتوبر 2004 تقريرا إلى مجلس الأمن (S/2004/827) أبلغ فيه المجلس أن ممثله الخاص قد أجرى جولة من المشاورات في المنطقة للتأكد من موقف الطرفين والبلدين المجاورين.

26. The report also contains the responses of the parties and neighbouring countries to the peace plan (see ibid., annex III). Assessing the parties' responses, the Secretary-General had stated that the main objection of Morocco to the peace plan seemed to be that in the referendum to determine the final status of Western Sahara, one of the ballot choices was independence.
26 - ويتضمن التقرير أيضا ردود الطرفين والبلدين المجاورين على خطة السلام (انظر المرفق الثاني للمرجع نفسه). وفي معرض تقييمه لردود الأطراف، أشار الأمين العام إلى أنه يبدو أن الاعتراض الرئيسي للمغرب على خطة السلام هو أن أحد الخيارات التي يجري عليها الاقتراع في الاستفتاء لتحديد الوضع النهائي للصحراء الغربية هو خيار الاستقلال.

Following my Personal Envoy's resignation, I have decided that my current Special Representative for Western Sahara will continue to work with the parties and neighbouring countries in pursuit of a political solution.
وفي إثر استقالة مبعوثي الشخصي، قررت أن يواصل ممثلي الخاص الحالي للصحراء الغربية العمل مع الطرفين والبلدان المجاورة سعيا إلى التوصل إلى حل سياسي.

As noted above, my Personal Envoy has now embarked on a visit to the region to present and explain to the parties and neighbouring countries a proposal for a political solution of the conflict over Western Sahara, which provides for self-determination, as requested by the Council in resolution 1429 (2002).
