For the purposes of this Article, “the total carbon dioxide emissions for 1990 of the Parties included in Annex I” means the amount communicated on or before the date of adoption of this Protocol by the Parties included in Annex I in their first national communications submitted in accordance with Article 12 of the Convention.
٢- ﻷغراض هذه المادة، " يعني إجمالي الانبعاثات من غازات ثاني أوكسيد الكربون لعام ٠٩٩١ لﻷطراف المدرجة في المرفق اﻷول " الكمية المبلغ عنها في تاريخ اعتماد هذا البروتوكول من قبل اﻷطراف المدرجة في المرفق اﻷول في بلاغاتها الوطنية اﻷولى المقدمة عملا بالمادة ٢١ من الاتفاقية، أو قبل ذلك التاريخ.

Emphasizing that the Parties included in Annex I shall implement domestic action in accordance with national circumstances and with a view to reducing emissions in a manner conducive to narrowing per capita differences between developed and developing country Parties while working towards achievement of the ultimate objective of the Convention,
وإذ يؤكد أن الأطراف المدرجة في المرفق الأول عليها أن تنفذ الإجراءات الوطنية وفقا للظروف الوطنية وبهدف خفض الانبعاثات بطريقة تؤدي إلى تضييق الفوارق للفرد الواحد بين الأطراف من البلدان المتقدمة والبلدان النامية، والعمل في الوقت ذاته على تحقيق الهدف النهائي المتوخى من الاتفاقية،

Requests the Parties included in Annex I to provide relevant information in relation to paragraph 1 above, in accordance with Article 7 of the Kyoto Protocol, for review under its Article 8;

The chairing of each branch shall rotate between Parties included in Annex I and Parties not included in Annex I in such a manner that at any time one chairperson shall be from among the Parties included in Annex I and the other chairperson shall be from among the Parties not included in Annex I.

Background: Article 2.2 of the Kyoto Protocol states that the Parties included in Annex I shall pursue limitation or reduction of emissions of greenhouse gases not controlled by the Montreal Protocol from aviation and marine bunker fuels, working through the International Civil Aviation Organization (ICAO) and the International Maritime Organization (IMO), respectively.

The provisions of Article 4.6 are relevant in this context for the Parties included in Annex I undergoing transition to a market economy, and those Parties in their communications should propose to the COP the kind of flexibility they are seeking according to that Article.
وأحكام المادة ٤-٦ لها أهمية، في هذا السياق، بالنسبة لﻷطراف المدرجة في المرفق اﻷول التي تمر بمرحلة انتقال الى اقتصاد السوق. وينبغي لهذه اﻷطراف في بلاغاتها أن تقترح على مؤتمر اﻷطراف نوع المرونة الذي تسعى إليه وفقا لتلك المادة.
