Two of the Parties mentioned in the report -- the Conseil national pour la défense de la démocratie (CNDD) of Leonard Nyangoma and the Conseil national pour la défense de la démocratie -- Forces pour la défense de la démocratie (CNDD-FDD) of Pierre Nkurunziza -- had become political parties, which allowed for the quartering of their combatants.
