وقد دعا أول إعلان لثورة الفاتح العظيمة إلى المساواة وعدم التمييز، وأُعلِنت سلطة الشعب في عام 1977.

119. In accordance with the Declaration Establishing the People's Authority, authority in the Jamahiriya is exercised on the following basis:
٩١١ - ان ممارسة السلطة في الجماهيرية وفق اعلان سلطة الشعب تقوم على اﻷسس اﻵتية:

27. Under the system of the People's Authority, the members of the judiciary enjoy absolute immunity in the discharge of their duties, in accordance with the principle of the independence of the judiciary.
استقلالية القضاء ٧٢- ويتمتع رجال القضاء في ظل سلطة الشعب وهم يؤدون أعمالهم بحصانة مطلقة يوفرها مبدأ استقلالية القضاء.

94. When the Declaration Establishing the People's Authority was promulgated on 2 March 1977, the Constitutional Declaration was amended and the direct authority of the people became the basis of political authority through the People's Congresses, which exercise political authority in the manner regulated by Act No. 9 of 1984 and Act No. 2 of 1994.
٤٩- بصدور اعلان قيام سلطة الشعب في ٢ آذار/مارس ٧٧٩١ عدل الاعلان الدستوري وأصبحت السلطة الشعبية المباشرة هي أساس السلطة السياسية عن طريق المؤتمرات الشعبية التي نظم القانون رقم ٩ لسنة ٤٨٩١ والقانون رقم ٢ لسنة ٤٩٩١ كيفية ممارستها للسلطة السياسية.

1. The preamble to the Declaration Establishing the People's Authority
١- إعلان قيام سلطة الشعب المقدمة

No citizen shall be answerable for his exercise of this right unless he exploits it with a view to detracting from the People's Authority or for personal ends.
ولا يسأل أي مواطن عن ممارسة هذا الحق إلا إذا استغله للنيل من سلطة الشعب وﻷغراض شخصية " .

41. Article 1 of the People's Court Act No. 5 of 1988 made provision for the establishment of a People's Court to promote freedom, ensure legal redress for persons who have been wronged, prevent tyranny and oppression, strengthen the foundations of justice and security and consolidate the People's Authority.
41- كما تنص المادة 1 من قانون محكمة الشعب رقم 5 لسنة 1988 على أن إنشاء محكمة الشعب يهدف إلى تعزيز الحرية وإنصاف المظلومين ومنع العسف والجور وتوطيد دعائم العدالة والأمن، وتأكيد سلطة الشعب.

115. Furthermore, article 2 of the Declaration Establishing the People's Authority stipulates that the Holy Qur'an constitutes the social code in the Jamahiriya in the sense that the Holy Qur'an and the Islamic Shari'a constitute two sources of legislation in the Jamahiriya.
٥١١ - فضلا عن ذلك فان البند ثانيا من اعلان قيام سلطة الشعب نص على أن القرآن الكريم هو شريعة المجتمع في الجماهيرية بمعنى ان القرآن الكريم والشريعة الاسلامية مصدران من مصادر التشريع في الجماهيرية.

On 2 March 1977, the Declaration of the People's Authority launched a new political system whose ideals are stipulated in a series of three small booklets known as the Green Book.
وفي 2 آذار/مارس 1977، استهل " إعلان سلطة الشعب " نظاماً سياسياً جديداً نُصّ على مُثُله في مجموعة من ثلاثة كتيبات معروفة باسم الكتاب الأخضر.

7. Basic legislation in the Jamahiriya consists of the Proclamation of the Revolution, the Constitutional Declaration, the Declaration Establishing the People's Authority, the Great Green Document on Human Rights in the Age of the Masses, the Promotion of Freedom Act, the Declaration of Human Rights and the decisions of the Basic People's Congresses.
٧- والتشريعات اﻷساسية في الجماهيرية هي إعلان قيام الثورة واﻹعلان الدستوري وإعلان قيام سلطة الشعب والوثيقة الخضراء الكبرى لحقوق اﻹنسان في عصر الجماهير وقانون تعزيز الحرية وإعلان حقوق اﻹنسان وقرارات المؤتمرات الشعبية اﻷساسية.

The legislative machinery 21. In keeping with this concept, legislative authority under the system of the People's Authority is exercised by the basic people's congresses, which constitute the instrument by which laws are promulgated, amended or rescinded.
١٢- انطلاقا من هذا المفهوم فإن السلطة التشريعية في نظام سلطة الشعب تمارسها المؤتمرات الشعبية اﻷساسية وهي أداة التشريع فإصدار القوانين وتعديلها أو إلغائها هو اختصاص تتولاه المؤتمرات اﻷساسية بلا منازع في جميع أوجه النشاط العامة والخاصة للمجتمع وكلما اقتضت الضرورة والحاجة لتشريع ينظم ذلك.

25. This comprises all the activities of government agencies in the system of the People's Authority and consists of the Secretariats for Justice, Health, Foreign Affairs, Planning, the Economy, the Treasury, Communications, Education, Petroleum, Defence, etc.
٥٢- هي مجموع نشاطات أجهزة الدولة في نظام سلطة الشعب المكونة من أمانات العدل والصحة والخارجية والتخطيط والاقتصاد والخزانة والمواصلات والتعليم والنفط والدفاع ...

The legislative machinery 18. In keeping with this concept, legislative authority under the system of the People's Authority is exercised by the basic people's congresses, which constitute the instrument by which laws are promulgated, amended or rescinded. The basic people's congresses have authority to promulgate legislation, whenever needed, to regulate any aspect of public or private activity.
٨١ - وانطلاقا من هذا المفهوم فإن السلطة التشريعية في نظام سلطة الشعب تمارسها المؤتمرات اﻷساسية وهي أداة التشريع فإصدار القوانين وتعديلها أو الغاؤها هو اختصاص تتولاه المؤتمرات اﻷساسية في جميع أوجه النشاط العامة والخاصة للمجتمع وطالما اقتضت الضرورة والحاجة لتشريع ينظم ذلك.

22. This comprises all the activities of government agencies in the system of the People's Authority and consists of the Secretariats for Justice, Health, Foreign Affairs, Planning, the Economy, the Treasury, Communications, Education, Petroleum, Defence, etc.

134. The Constitutional Declaration, the Declaration Establishing the People's Authority which amended it, and the Promotion of Freedom Act, being basic laws, have the same legal force. The ordinary laws, followed by regulations and ordinances, have lower status.
٤٣١ - الاعلان الدستوري، اعلان قيام سلطة الشعب المعدل له، قانون تعزيز الحرية لها قوة قانونية واحدة وهي قوانين أساسية، تليها القوانين العادية ثم اللوائح فالقرارات وتعتبر الاتفاقيات الدولية التي توافق عليها ليبيا جزء من القانون الداخلي متى استوفت اجراءات المصادقة عليها وفقا للقانون.

23. This comprises all the activities of government agencies in the system of the People's Authority and consists of the Secretariats for Justice, Health, Foreign Affairs, Information, Planning, the Economy, the Treasury, Communications, Education, Petroleum, Defence, etc.
٣٢- وهي مجموع نشاطات أجهزة الدولة في نظام سلطة الشعب المكونة من أمانات: العدل، والصحة، والخارجية، واﻹعلام، والتخطيط، والاقتصاد، والخزانة، والمواصلات، والتعليم، والنفط، والدفاع ...

On 2 March 1977, the Declaration Establishing the People's Authority was also promulgated, stipulating in article 2 that: " The Holy Koran is the social code. "
كما صدر في 2 آذار/مارس سنة 1977 إعلان قيام سلطة الشعب الذي نص في البند " ثانياً " منه على أن: " القرآن الكريم شريعة المجتمع " .

6. The revolution of 1 September 1969 ushered in a series of political developments and radical changes in the Libyan Arab Jamahiriya. In March 1977, government institutions were replaced, together with their traditional bureaucracy, by a completely different structural organization known as the People's Authority.
6- عقب قيام ثورة الفاتح من سبتمبر عام 1969 شهدت ليبيا تطورات سياسية وتحولات جذرية، فمنذ الثاني من آذار/مارس 1977 تم إلغاء المؤسسات الحكومية بأطرها البيروقراطية التقليدية، وحلت محلها هيكلية مختلفة تماماً تحت مسمى " سلطة الشعب " ، حيث نص إعلان قيام سلطة الشعب على أن " السلطة الشعبية المباشرة هي أساس النظام السياسي في الجماهيرية العربية الليبية الشعبية الاشتراكية.
