This momentous event was festively commemorated in many countries of the world, including Azerbaijan. the people of Azerbaijan, striving for independence for centuries and overcoming difficulties in its way, had established in 1918 the Democratic Republic of Azerbaijan and, after the collapse of the Soviet Union, restored its national independence.
وقد قام شعب أذربيجان الذي سعى جاهداً لفترة دامت مئات السنين للحصول على الاستقلال متغلباً على المصاعب التي تقف عثرة في طريقه بإنشاء جمهورية أذربيجان الديمقراطية في عام 1918 ثم استعاد استقلاله الوطني بعد انهيار الاتحاد السوفياتي.

In this time of troubles, when the world community is vigorously and uncompromisingly fighting global threats and risks, I am appealing to you on behalf of the people of Azerbaijan, who continue to bear the pain and sorrow of the aggression of Armenia, resulting in the occupation of one fifth of the territory of the Republic of Azerbaijan.
في هذا العصر الذي تسوده الاضطرابات، والذي يخوض فيه المجتمع العالمي صراعا عنيفا لا هوادة فيه ضد المهددات والأخطار، أتوجه إليكم بالمناشدة باسم شعب أذربيجان الذي ما فتئ يعاني الآلام والأحزان بسبب عدوان أرمينيا الذي أسفر عن احتلال خـُمس إقليم جمهورية أذربيجان.

The genocide against the people of Azerbaijan is accompanied by innumerable atrocities; thousands of elderly people, women and children have been barbarously murdered in the Khodjali, Shousha, Lachin, Kelbadjar, Agderi, Agdam, Fizouli, Goubatli and Zangelan regions and dead bodies are mutilated.
وتجري عملية إبادة اﻷجناس ضد شعب أذربيجان مصحوبة بعدد لا حصر له من الفظائع؛ فقد قتل اﻵلاف من كبار السن والنساء واﻷطفال بصورة وحشية في أقاليم خودجالي، وشوشا، ولاشين، وكلبادجار، وأغديري، وأغدام، وفيزولي، وغوباتلي، وزانغيلان، ويجري التمثيل بجثث القتلى.

Article 1 of the Declaration of Independence of the Democratic Republic of Azerbaijan provided that " [s]tarting from this day the people of Azerbaijan will have their sovereign rights.
وتنص المادة الأولى من إعلان استقلال جمهورية أذربيجان الديمقراطية على أنه " اعتبارا من اليوم، سيتمتع شعب أذربيجان بحقوقه السيادية.

The Conference urged all Member States to continue strengthening their solidarity with the people of Azerbaijan and to extend their full support to its endeavors aimed at utilizing the potential of the United Nations, including through the cooperation of the latter with relevant regional international organizations, to achieve soonest restoration of complete sovereignty and territorial integrity of Azerbaijan.
وحث المؤتمر جميع الدول الأعضاء على مواصلة تعزيز تضامنها مع شعب أذربيجان وتقديم دعمها الكامل لسعيه من أجل استخدام الإمكانيات المتاحة لدى الأمم المتحدة، بما فيها تعاونها مع المنظمات الإقليمية والدولية ذات الصلة من أجل الاسترجاع الكامل وفي أقرب وقت ممكن لسيادة أذربيجان وسلامة أراضيها.

30. the people of Azerbaijan are setting up an independent, secular, democratic, unitary State, whose sovereign power in internal affairs is limited only by law and in external affairs only by the provisions of treaties and agreements to which the people of Azerbaijan have freely expressed their consent.
٠٣- ويقوم شعب أذربيجان حالياً بإقامة دولة مستقلة، علمانية، ديمقراطية ووحدوية لا يحد سلطتها السيادية في الشؤون الداخلية إلا القانون وفي الشؤون الخارجية إلا نصوص المعاهدات والاتفاقات التي أعرب شعب أذربيجان بحرية عن موافقته بشأنها.

The occupation in October 1993 of districts in which more than 300,000 people were living is deeply resented by the people of Azerbaijan also because it took place just after Azerbaijan's entry into the CIS and after its accession to the collective security agreement.
والاحتلال الذي تم في تشرين اﻷول/اكتوبر ١٩٩٣ للمقاطعات التي يعيش فيها أكثر من ٠٠٠ ٣٠٠ نسمة يرفضه شعب أذربيجان رفضا باتا أيضا ﻷنه حدث بعد انضمام أذربيجان بفترة وجيزة الى جماعة الدول المستقلة وبعد انضمامها الى اتفاق اﻷمن الجماعي.

" In committing their crimes against my country, the armed forces of the Republic of Armenia are making active use of bands of mercenaries to undermine the sovereignty, territorial integrity and political independence of the Azerbaijani Republic, which threatens and impedes full exercise of the right of self-determination by the people of Azerbaijan.
" وتنشط القوات المسلحة التابعة لجمهورية أرمينيا، إذ ترتكب الجرائم ضد بلدي، في استخدام عصابات من المرتزقة لتقويض سيادة جمهورية أذربيجان وسلامتها اﻹقليمية واستقلالها السياسي، مما يهدد ويعيق ممارسة شعب أذربيجان لحقه في تقرير مصيره.

47. The Meeting reiterated the necessity to put an end to Armenian illegal settlement processes and other activities carried out in the occupied Azerbaijani territories. It urged all Member States to continue strengthening their solidarity with the people of Azerbaijan and supporting its just cause.
47 - كرر الاجتماع تأكيده على ضرورة وضع حد لعمليات الاستيطان الأرمنية والنشاطات الأخرى التي تجري في الأراضي الأذربيجانية المحتلة، وحث جميع الدول على مواصلة تدعيم تضامنها مع شعب أذربيجان ومساندة قضيته العادلة.

44. Under article 2 of the Constitution, the people of Azerbaijan shall exercise their sovereign right directly through nationwide voting (referendums) and through representatives elected on the basis of universal, equal and direct suffrage by free, secret and personal ballot.
44- وبموجب المادة 2 من الدستور، يمارس شعب أذربيجان حقه السيادي بصورة مباشرة من خلال الاقتراع العام (الاستفتاءات) على الصعيد الوطني وعن طريق ممثلين يتم انتخابهم على أساس حق الاقتراع العام السري والحر والمباشر والمتساوي والشخصي.

46. Armenia, on the other hand, had committed aggression, had expelled hundreds of thousands of people from their places of permanent residence, had occupied Azerbaijani territories, had committed grave international crimes during the war, and had committed gross violations of the right of self-determination of the people of Azerbaijan.
46 - ومن جهة أخرى فقد قامت أرمينيا بعمل عدواني، وطردت مئات الآلاف من السكان من أماكن إقامتهم الدائمة، واحتلت أراضي أذربيجان، وارتكبت جرائم دولية خطيرة خلال الحرب، كما ارتكبت انتهاكات جسيمة لحق شعب أذربيجان في تقرير المصير.

We consider that occupation to be a breach of the principle of the peaceful resolution of conflicts, and emphasize the importance of withdrawal by Armenia's forces from Azerbaijan's territory in order to transfer that issue to the negotiating table with the aim of reaching a peaceful and just settlement that would ensure the legitimate rights of the people of Azerbaijan.
وإننا إذ نرى في هذا الاحتلال خروجا على مبدأ عدم جواز استخدام القوة في حل المنازعات نؤكد ضرورة انسحاب القوات اﻷرمينية من اﻷراضي اﻷذربيجانية، ونقل الموضوع الى طاولة المفاوضات بغرض التوصل الى تسوية سلمية عادلة تحفظ لشعب أذربيجان حقوقه المشروعة.

32. The guests expressed their satisfaction with the result of the Summit and pronounced their gratitude to the people of Azerbaijan and to the President of the Republic of Azerbaijan Ilham Aliyev for the warm welcome and hospitality.
32 - وأعرب الضيوف عن ارتياحهم لنتائج مؤتمر القمة وأبدوا امتنانهم لشعب أذربيجان ولرئيس جمهورية أذربيجان إلهام علييف على حرارة الترحيب والضيافة.

By contrast, Armenia itself has committed aggression, has expelled hundreds of thousands of people from their places of permanent residence, has occupied Azerbaijani territories, has committed the most serious international crimes during the war which it unleashed and has committed gross violations of the right to self-determination of the people of Azerbaijan.
وعلى النقيض من ذلك، فقد ارتكبت أرمينيا نفسها العدوان، وطردت مئات آلاف الأشخاص من أماكن إقامتهم الدائمة، واحتلت أراض أذربيجانية، وارتكبت أخطر الجرائم الدولية خلال الحرب التي شنتها والانتهاكات الجسيمة المرتكبة بحق تقرير المصير لشعب أذربيجان.

Pursuant to article 2 of the Constitution, the people of Azerbaijan have the sovereign right freely and independently to decide their own fate and to determine their own form of government and that they exercise that sovereign right through nationwide referendums and through representatives elected on the basis of universal, equal and direct suffrage in free, secret and personal ballots.
