At a time when new types of human rights were being developed and affirmed, it was alarming that the right to self-determination remained inaccessible to some peoples, including the Palestinians and the peoples of the 16 non-self-governing territories on the United Nations decolonization list, including the people of the Western Sahara.
وذكر أنه في الوقت الذي تظهر فيه وتتأكد أنواع جديدة من حقوق الإنسان فإن مما يدعو إلى الانزعاج أن يظل حق تقرير المصير غير متاح لبعض الشعوب ومنها الشعب الفلسطيني وشعوب 16 إقليما من الأقاليم غير المتمتعة بالحكم الذاتي على قائمة الأمم المتحدة لإنهاء الاستعمار بما فيها شعب الصحراء الغربية.

Therefore it is now necessary to solemnly and urgently appeal for full and strict respect for the commitments undertaken and to reaffirm the responsibility of the United Nations, in particular the Security Council, with regard to the full and strict implementation of the settlement plan and the Houston accord so as to ensure that the people of the Western Sahara can exercise their inalienable right to self-determination.
ولذلك فقد بات من الضروري أن نوجه هنا نداء عاجلا وملحا من أجل احترام كلي وصارم للالتزامات المتفق عليها، وإعادة تأكيد مسؤولية اﻷمم المتحدة، لا سيما مجلس اﻷمن، في التنفيذ الكامل والدقيق لمخطط التسوية واتفاق هيوستن، حتى يتسنى لشعب الصحراء الغربية أن يمارس حقه السيد في تقرير مصيره.

In Western Sahara, the Union called upon both parties to refrain from any action that would hinder the holding of a free and fair referendum as soon as possible for the exercise of the right to self-determination of the people of the Western Sahara.
٤٦ - ومضى قائلا وفي الصحراء الغربية ناشد الاتحاد الطرفين الامتناع عن أي عمل يعرقل عقد استفتاء حر ونزيه في أقرب وقت ممكن من أجل ممارسة حق تقرير المصير لشعب الصحراء الغربية.

Part and parcel of this policy is Algeria's support of the efforts of the United Nations Secretary-General aimed at a transparent and credible implementation of the settlement plan through a genuine referendum, which would ensure the free exercise by the people of the Western Sahara of its right to self-determination and independence.

٥ - يطلب كذلك إلى اﻷمين العام أن يقدم إلى مجلس اﻷمن جدولا زمنيا منقحا واﻵثار المالية المترتبة على إجراء استفتاء تقرير المصير لشعب الصحراء الغربية وفقا لخطة التسوية والاتفاقات المبرمة مع الطرفين بشأن تنفيذه؛
