It stands ready to take decisions in the matter at any time within the period of the mandate authorized by resolution 864 (1993).
والمجلس على استعداد لاتخاذ قرارات في المسألة في أي وقت من فترة الولاية المأذون بها بموجب القرار ٨٦٤ )١٩٩٣(.

3. Welcomes the intention of the Secretary-General, expressed in paragraph 23 of his report dated 14 October 1994, to continue throughout the period of the mandate of UNOSOM II, and even afterwards, the efforts of his special representative to help the Somali parties achieve national reconciliation;
٣ - يرحــب باعتــزام اﻷمــين العــام، المعــرب عنــه فــي الفقــرة ٢٣ مــن تقريــره المــؤرخ ١٤ تشريــن اﻷول/اكتوبــر ١٩٩٤، أن تستمر جهود ممثله الخاص طوال فترة ولاية عملية اﻷمم المتحدة الثانية في الصومال، بل وبعدها حتى، لمساعدة اﻷطراف الصومالية على تحقيق المصالحة الوطنية؛

During these meetings, three glaring issues emerged: the investigations must be based on high evidentiary and evaluation standards; the investigations should cover the whole of Somalia; and the Monitoring Group should maintain regular contacts with the Committee regarding its activities throughout the period of the mandate.
وخلال هذه الاجتماعات، ظهرت ثلاث مسائل بشكل واضح: ضرورة الالتزام في التحقيقات بمعايير عالية فيما يتعلق بالأدلة وبالتقييم؛ وضرورة أن تتناول التحقيقات كل أنحاء الصومال؛ وضرورة احتفاظ فريق الرصد باتصالات منتظمة مع اللجنة بشأن أنشطته طوال فترة الولاية.

1. Methodology 24. In accordance with its mandate, the Monitoring Group focused on the violations of the arms embargo, including transfers of ammunition, single-use weapons and small arms, from the beginning of the period of the mandate up to the time of writing the present report -- February to July 2004.
24 - ركز فريق الرصد، وفقا لولايته، على انتهاكات حظر الأسلحة، بما فيها عمليات نقل الذخيرة، والأسلحة ذات الاستخدام الوحيد والأسلحة الصغيرة، وذلك منذ بدء فترة الولاية حتى وقت كتابة هذا التقرير - شباط/فبراير إلى تموز/يوليه 2004.

6. In accordance with its mandate, the Monitoring Group focused on continued violations of the arms embargo, and the refinement and development of the draft list of violators from the beginning of the period of the mandate up to the time of the writing of the present report (September 2004-February 2005).
6 - ركز فريق الرصد، عملا بولايته، على الانتهاكات المستمرة لحظر توريد الأسلحة وعلى تحسين مشروع قائمة المنتهكين وتطويرها، منذ بدء فترة الولاية وصولا إلى إعداد هذا التقرير (أيلول/سبتمبر 2004 - شباط/فبراير 2005).

113. It is important to note that throughout its investigations the Monitoring Group did not come across or have any concrete proof (information supported with documentation) that any of the States were directly involved in or directly approved the transfer or the trafficking of arms and weapons into Somalia during the period of the mandate, although lack of proof does not necessarily imply the absence of a link or connection in this regard.
113 - ومن المهم ملاحظة أن فريق الرصد طوال فترة تحقيقاته لم يجد أو يمتلك أي دليل ملموس (أي معلومات مدعومة بالمستندات) على أن أيا من الدول كانت خلال فترة الولاية ضالعة بصورة مباشرة أو وافقت على نحو مباشر على نقل الأسلحة إلى داخل الصومال أو الاتجار بها، وإن كان انعدام الدليل لا يعني بالضرورة انعدام الصلة أو العلاقة في هذا الصدد.
