٦٠ - لا يسع المقرر الخاص، استنادا إلى جميع ما قدم إليه من معلومات، إلا أن يخلص إلى أن ظاهرة التعذيب لا تزال متفشية في جميع مناطق العالم.

From the observations submitted by the Government it appears that, generally, Egypt has a legal and judicial infrastructure that should enable the State party to combat the phenomenon of torture in an effective way.
٢٠٦ - ويبدو من الملاحظات التي قدمتها الحكومة أن مصر تتمتع، بشكل عام، بهياكل أساسية قانونية وقضائية من شأنها أن تمكن الدولة الطرف من مكافحة ظاهرة التعذيب بفعالية.

As reflected in addendum 1 to his report to the Commission (E/CN.4/2004/56/Add.1), in the period from 15 December 2002 to 15 December 2003, the Special Rapporteur sent 154 letters to 76 Governments containing allegations of individual cases of torture or general references to the phenomenon of torture.

Document A/HRC/7/3/Add.1 covered the period 16 December 2006 to 14 December 2007 and contained allegations of individual cases of torture or general references to the phenomenon of torture, urgent appeals on behalf of individuals who might be at risk of torture or other forms of ill-treatment, as well as responses by Governments.

68. The Republic of Moldova is party to the most important treaties to combat the phenomenon of torture, including the Optional Protocol to the Convention against Torture and other Inhuman or Degrading Treatment or Punishment, the Geneva Conventions of 1949 and their Additional Protocols I and II, as well as the Rome Statute (International Criminal Court).
68- انضمّت جمهورية مولدوفا إلى أهم معاهدات مكافحة ظاهرة التعذيب بما فيها البروتوكول الاختياري لاتفاقية مناهضة التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة، واتفاقيات جنيف لعام 1949 وبروتوكوليها الاختياريين الأول والثاني، وكذلك إلى نظام روما الأساسي (المحكمة الجنائية الدولية).

5. The Special Rapporteur would like to inform the General Assembly that, as reflected in the first addendum to his last report to the Commission on Human Rights,1 from 1 December 2001 to 15 December 2002, he sent to 65 countries 109 letters containing allegations of individual cases of torture or general references to the phenomenon of torture.
5 - ويود المقرر الخاص أن يبلغ الجمعية العامة بأنه في الفترة من 1 كانون الأول/ ديسمبر 2001 إلى 15 كانون الأول/ديسمبر 2002 قام، كما ورد في الإضافة الأولى لتقريره الأخير المقدم إلى لجنة حقوق الإنسان() بإرسال 109 رسائل إلى 65 بلدا، وهي رسائل تتضمن ادعاءات بحدوث حالات فردية من التعذيب أو إشارات عامة إلى ظاهرة التعذيب.

In its conclusions relating to the second periodic report of Spain, the Committee against Torture expressed its concern at " the increase in the number of complaints of torture and ill-treatment, at delays in the processing of such complaints and at the impunity of a number of perpetrators of torture " .j As CPT emphasized, " it would be premature to conclude that the phenomenon of torture and severe ill-treatment had been eradicated " in Spain.k
وأعربت لجنة مناهضة التعذيب في استنتاجاتها المتعلقة بالتقرير الدوري الثاني المقدم من إسبانيا عن قلقها إزاء " تزايد عدد الشكاوى المتصلة بالتعذيب وسوء المعاملة، والتأخير المسجل في معالجة هذه الشكاوى، وإفلات عدد من مقترفي أعمال التعذيب من العقوبة(ي) " . وكما شددت عليه لجنة مناهضة التعذيب الأوروبية، " من السابق لأوانه الجزم بأنه قد تم استئصال ظاهرة التعذيب وسوء المعاملة الخطير " في إسبانيا(ك).
