In the light of the completion of the maintenance of the physical representation of the international boundary between Iraq and Kuwait, and the establishment of a bilateral technical arrangement for that purpose, it will no longer be required that I make the necessary arrangements.
وفي ضوء إنجاز صيانة التعيين المادي للحدود الدولية بين العراق والكويت، ووضع ترتيب تقني ثنائي لذلك الغرض، لن يعود من المطلوب منِّي اتخاذ الترتيبات اللازمة.

On 29 April 2012, the Iraq-Kuwait Joint Ministerial Committee requested that the maintenance of the physical representation of the boundary be resumed by the end of October 2012.

I write with reference to your letter of 8 April 2013 to His Highness Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, Amir of the State of Kuwait. In the letter, you state that the United Nations looks forward to the establishment of bilateral arrangements between the State of Kuwait and the Republic of Iraq to follow up maintenance of the physical representation of the boundary in the future.
بالإشارة إلى رسالتكم الموجهة إلى حضرة صاحب السمو أمير البلاد الشيخ صباح الأحمد الجابر الصباح المؤرخة في 8 نيسان/أبريل 2013، والتي تشيرون فيها إلى تطلع الأمم المتحدة لقيام دولة الكويت وجمهورية العراق بوضع ترتيبات ثنائية بين البلدين لمتابعة صيانة التعيين المادي للحدود في المستقبل.

وفي 28 أيار/مايو، وقع نائب رئيس الوزراء ووزير خارجية الكويت الشيخ صباح خالد الحمد الصباح ووزير خارجية العراق هوشيار زيباري اتفاقا في الكويت بشأن إنشاء لجنة تقنية ثنائية لتعنى بوضع ترتيبات لصيانة التعيين المادي لحدودهما المشتركة.

In transmitting to the Security Council the Final Report of the Iraq-Kuwait Boundary Demarcation Commission in May 1993 (S/25811, annex), I informed the Council of my decision to maintain the physical representation of the border until technical arrangements for this purpose were made by the Governments of Iraq and Kuwait.

It demarcated in geographic coordinates of latitude and longitude the international boundary between Iraq and Kuwait set out in the Agreed Minutes, made arrangements for the physical representation of the boundary through the emplacement of an appropriate number of boundary pillars or monuments and provided for arrangements for continuing maintenance and location accuracy of the surficial boundary representation.
فقد خططت باﻹحداثيات الجغرافية لخطوط الطول، والعرض الحدود الدولية بين العراق والكويت على النحو الوارد في المحضر المتفق عليه، واتخذت الترتيبات من أجل التعيين المادي للحدود من خلال نصب عدد ملائم من اﻷعمدة أو النُصُب الحدودية وقامت بما يلزم نحو اتخاذ الترتيبات من أجل مواصلة الصيانة ودقة التحديد للتعيين السطحي للحدود.

We welcome the completion of work to establish the physical representation of the boundaries referred to in the relevant Security Council resolutions, in accordance with paragraph 105 of the letter of the Secretary-General contained in document S/25811 of 21 May 1993, which was endorsed by Security Council resolution 833 (1993).

وفي الوقت الذي نرحب فيه بانتهاء أعمال التعيين المادي للحدود وفقا للفقرة 105 من تقرير الأمين العام للأمم المتحدة الوارد في الوثيقة رقم S/25811 الصادرة بتاريخ 21 أيار/مايو 1993، والمعتمدة بموجب قرار مجلس الأمن رقم 833 (1993)، نؤكد على ما ورد في الفقرة السادسة من القرار المذكور والتي تنص على الآتي:

On 6 October and from 26 to 31 October, Iraqi and Kuwaiti officials met in Kuwait to prepare for the next joint ministerial committee meeting, scheduled for December in Kuwait, and to discuss bilateral issues, including the implementation of the agreement on Khor Abdallah and the activation of the bilateral technical commission for maintaining the physical representation of the boundary between the two countries.
وفي 6 تشرين الأول/أكتوبر وفي الفترة من 26 إلى 31 تشرين الأول/أكتوبر، اجتمع المسؤولون العراقيون والمسؤولون الكويتيون في الكويت للتحضير لاجتماع اللجنة الوزارية المشتركة المقبل المقرَّر عقده في كانون الأول/ديسمبر في الكويت، ولمناقشة المسائل الثنائية، بما في ذلك تنفيذ الاتفاق المتعلق بخور عبد الله وتفعيل اللجنة الفنية الثنائية المكلَّفة بصيانة التعيين المادي للحدود بين البلدين.

In line with the relevant provision of Security Council resolution 833 (1993), on 30 May 2013, the Ministers for Foreign Affairs of Iraq and Kuwait informed me that, on 28 May 2013, their Governments had signed a memorandum of understanding establishing a bilateral technical arrangement for the physical representation of the boundary between Iraq and Kuwait (see annexes II and III).
وتماشيا مع الحكم ذي الصلة بهذا الموضوع من أحكام قرار مجلس الأمن 833 (1993) أبلغني وزيرا خارجية العراق والكويت في 30 أيار/مايو 2013 أن حكومتيهما وقّعتا في 28 أيار/مايو 2013 مذكرة تفاهم تقضي بوضع ترتيب تقني ثنائي للتعيين المادي للحدود بين العراق والكويت (انظر المرفقين الثاني والثالث).
