A detained or imprisoned person or his counsel shall, subject only to reasonable conditions to ensure security and good order in the place of detention or imprisonment, have the right to request or petition a judicial or other authority for a second medical examination or opinion.
يكون للشخص المحتجز أو المسجون أو لمحاميه الحق في أن يطلب أو يلتمس من سلطة قضائية أو سلطة أخرى أن يوقع الفحص الطبي عليه مرة ثانية أو أن يحصل على رأي طبي ثانٍ، ولا يخضع ذلك إلا لشروط معقولة تتعلق بكفالة اﻷمن وحسن النظام في مكان الاحتجاز أو السجن.

- Places of detention shall be visited regularly by qualified and experienced persons appointed by, and responsible to, a competent authority distinct from the authority directly in charge of the administration of the place of detention or imprisonment;
- يقوم بتفقد أماكن الاحتجاز بصفة منتظمة أشخاص مؤهلون ومتمرسون تعينهم وتسألهم سلطة مختصة مستقلة تماما عن السلطة التي تتولى مباشرة إدارة مكان الاحتجاز أو السجن.

19. Principle 24 of the Body of Principles for the Protection of All Persons under Any Form of Detention or Imprisonment (resolution 43/173 of 9 December 1988) states that " a proper medical examination shall be offered to a detainee or imprisoned person as promptly as possible after his admission to the place of detention or imprisonment " .
19- وينص المبدأ 24 من مجموعة المبادئ المتعلقة بحماية جميع الأشخاص الذين يتعرضون لأي شكل من أشكال الاحتجاز أو السجن (القرار 43/173 المؤرخ 9 كانون الأول/ديسمبر 1988) على ما يلي: " تتاح لكل شخص محتجز أو مسجون فرصة إجراء فحص طبي مناسب في أقصر مدة ممكنة عقب إدخاله مكان الاحتجاز أو السجن " .

232. Most passengers were offered a medical examination, albeit perfunctory, in accordance with Principle 24 of the Body of Rules, which states that " a proper medical examination shall be offered to a detained or imprisoned person as promptly as possible after his admission to the place of detention or imprisonment " .
