3 - وأكدت الجمعية العامة أيضاً في الفقرة 9 من القرار " أن هذه الممارسات تثير الأشكال المعاصرة من العنصرية والتمييز العنصري وكراهية الأجانب وما يتصل بذلك من تعصب وتسهم في انتشار وتكاثر أحزاب سياسية وحركات وجماعات متطرفة مختلفة، بما فيها جماعتا النازيين الجُدد وذوي الرؤوس الحليقة " وشددت في الفقرة 10 على " ضرورة اتخاذ التدابير اللازمة لوضع حد للممارسات المبينة أعلاه " .
