وتنص ديباجة الإعلان في الجزء ذي الصلة على ما يلي:

إذ تؤكد ديباجة الإعلان على وجوب أن تتمتع حقوق الإنسان بحماية النظام القانوني إذا ما أريد للبشر أن لا يضطروا كملاذ أخير، إلى التمرد على الطغيان والاضطهاد.

26. In the preamble to the Declaration on the Rights of Indigenous Peoples, the General Assembly emphasizes that the United Nations has an important and continuing role in promoting and protecting the rights of indigenous peoples.
26 - تؤكد الجمعية العامة في ديباجة الإعلان المتعلق بحقوق الشعوب الأصلية أن للأمم المتحدة دورا هاما ومستمرا في تعزيز وحماية حقوق الشعوب الأصلية.

2. In the preamble to the Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities, it is stated that the promotion and protection of the rights of persons belonging to minorities contribute to the political and social stability of States in which they live.
2 - ورد في ديباجة الإعلان بشأن حقوق الأشخاص المنتمين إلى أقليات قومية أو إثنية وإلى أقليات دينية ولغوية، أن تعزيز وحماية حقوق الأشخاص المنتمين إلى أقليات قومية أو إثنية وإلى أقليات دينية ولغوية يساهم في الاستقرار السياسي والاجتماعي للدول التي تعيش فيها.

14. the preamble to the Declaration emphasizes that the constant promotion and realization of the rights of persons belonging to minorities, as an integral part of the development of society as a whole and within a democratic framework based on the rule of law, contributes to the strengthening of friendship and cooperation among peoples and States.
14- وتشدد ديباجة الإعلان على أن التعزيز والإعمال المستمرين لحقوق الأشخاص المنتمين إلى أقليات، كجزء لا يتجزأ من تنمية المجتمع بأسره وداخل إطار ديمقراطي يستند إلى سيادة القانون، يسهمان في تدعيم الصداقة والتعاون بين الشعوب والدول.

5. the preamble to the Declaration emphasizes that the constant promotion and realization of the rights of persons belonging to minorities, as an integral part of the development of society as a whole and within a democratic framework based on the rule of law, contributes to the strengthening of friendship and cooperation among peoples and States.
5- وتشدد ديباجة الإعلان على أن التعزيز والإعمال المستمرين لحقوق الأشخاص المنتمين إلى أقليات، كجزء لا يتجزأ من تنمية المجتمع بأسره وداخل إطار ديمقراطي يستند إلى سيادة القانون، من شأنهما أن يسهما في تدعيم الصداقة والتعاون بين الشعوب والدول.

36. the preamble to the Declaration on Minorities emphasizes that " the promotion and protection of the rights of persons belonging to national or ethnic, religious and linguistic minorities contribute to the political and social stability of States in which they live " .
36- تشدد ديباجة الإعلان بشأن الأقليات على أن تعزيز وحماية حقوق الأشخاص المنتمين إلى أقليات قومية أو إثنية أو إلى أقليات دينية ولغوية يساهمان في الحفاظ على الاستقرار السياسي والاجتماعي في الدول التي تعيش فيها.

The General Assembly in the preamble to the Declaration considered " that the promotion and protection of the rights of persons belonging to ... minorities contribute to the political and social stability of States in which they live " .
ورأت الجمعية العامة في ديباجة الإعلان " أن تعزيز وحماية حقوق الأشخاص المنتمين إلى ... أقليات يسهمان في الاستقرار السياسي والاجتماعي للدول التي يعيشون فيها " .

27. In the preamble to the Declaration on Human Rights Defenders, the General Assembly reaffirms the importance of the Universal Declaration of Human Rights and the International Covenants on Human Rights " as basic elements of international efforts to promote universal respect for and observance of human rights and fundamental freedoms [...] " .
27- تؤكد الجمعية العامة مجدداً، في ديباجة الإعلان المتعلق بالمدافعين عن حقوق الإنسان، أهمية الإعلان العالمي لحقوق الإنسان والعهدين الدوليين الخاصين بحقوق الإنسان " بوصفها عناصر أساسية في الجهود الدولية المبذولة لتعزيز الاحترام العالمي لحقوق الإنسان والحريات الأساسية ومراعاتها [...] " .

In this regard, the Permanent Forum recalls that in the preamble to the Declaration, the General Assembly solemnly proclaimed its obligation, in accordance with the Charter of the United Nations, to advance indigenous human rights in order to " enhance harmonious and cooperative relations between the State and indigenous peoples, based on principles of justice, democracy, respect for human rights, nondiscrimination and good faith " .
وفي هذا الصدد، يشير المنتدى الدائم إلى أن الجمعية العامة أعلنت رسمياً في ديباجة الإعلان التزاماتها وفقاً لميثاق الأمم المتحدة بالنهوض بحقوق الإنسان للشعوب الأصلية بما " يعزز علاقات التوافق والتعاون بين الدولة والشعوب الأصلية، استناداً إلى مبادئ العدل والديمقراطية واحترام حقوق الإنسان وعدم التمييز وحسن النية " .

To this end, the Working Group emphasized that, as stated in the preamble to the Declaration, " The promotion and protection of the rights of persons belonging to national or ethnic, religious and linguistic minorities contribute to the political and social stability of States in which they live " .
ولهذه الغاية، شدد الفريق العامل على ما جاء في ديباجة الاعلان من أن " تعزيز وحماية حقوق اﻷشخاص المنتمين الى أقليات قومية أو إثنية والى أقليات دينية ولغوية يسهمان في الاستقرار السياسي والاجتماعي للدول التي يعيشون فيها " .
