وأخيرا، أود أن أشير مرة أخــرى إلى أن أذربيجان كانت ولا تزال وستظــل تواصــل الالتــزام بالتسوية السياسية للصراع اﻷرمني - اﻷذربيجانــي. وفــي هذا الصدد، أود أن أشير إلى كلمات رئيس جمهورية أذربيجان السيد حيدر علييف، لــدى مخاطبتــه الاجتماع التذكاري الخاص للجمعية العامة حيث قال:

138. The Constitution of Azerbaijan provides that the Head of the Azerbaijani State shall be the President of the Azerbaijani Republic (art. 121-1), and that a citizen of the Azerbaijani Republic over 35 years of age may be elected President.
١٣٨- وينص دستور جمهورية أذربيجان على أن يكون رئيس دولة أذربيجان هو رئيس جمهورية أذربيجان )المادة ١٢١-١(، وأن أي مواطن في جمهورية أذربيجان يتجاوز عمره ٣٥ سنة يمكن أن ينتخب رئيساً للجمهورية.

139. The Act of the Azerbaijani Republic concerning elections of the President of the Azerbaijani Republic, dated 26 June 1991, provides that citizens of the Azerbaijani Republic who have reached 18 years of age shall have the right to participate in elections of the President of Azerbaijan.
١٣٩- وينص قانون جمهورية أذربيجان المتعلق بانتخابات رئيس جمهورية أذربيجان المؤرخ في ٢٦ حزيران/يونيه ١٩٩١، على أن من حق مواطني جمهورية أذربيجان الذين بلغوا ١٨ سنة من العمر الاشتراك في انتخاب رئيس جمهورية أذربيجان.

In accordance with the Act of the Azerbaijani Republic on the Referendum and the Resolution of the National Assembly (Parliament) of Azerbaijan of 29 July 1993, a national referendum was held in the Azerbaijani Republic on 29 August 1993 to determine the nation's confidence in Abulfaz Elchibey, the President of the Azerbaijani Republic.

In conclusion, the President of the Azerbaijani Republic once again emphasized that Azerbaijan could accept a compromise for the sake of achieving peace, but would not make unilateral concessions.

33. Article 121-4, paragraph 15, of the Constitution makes it a function of the President of the Azerbaijani Republic to pardon persons convicted by the courts of the Azerbaijani Republic.
