What really matters is the fact that the borderline between the then Socialist Republics of Croatia and Montenegro in the Prevlaka area not only existed, but was well known and recognized as such at the time when Croatia proclaimed independence in June 1991.

13. In the circumstances, I believe that the continued presence of UNMOP is indispensable if the full benefits of the Agreement on Normalization of Relations are to be realized in the Prevlaka area.

In pursuance of Security Council resolution 1147 (1998), the Yugoslav side has taken further steps in accepting and implementing the practical options for the reduction of tension and enhancement of security in the Prevlaka area.

In my report pursuant to Security Council resolutions 1025 (1995) and 1026 (1995), I stated my intention to maintain 28 United Nations military observers in the Prevlaka area, under the command and direction of a chief military observer, who would report directly to United Nations Headquarters in New York (S/1996/83).

In my report of 6 February, I informed the Security Council of my intention to maintain 28 United Nations military observers in the Prevlaka area, under the command and direction of a Chief Military Observer, reporting directly to United Nations Headquarters in New York. Subsequently, on 12 March, I reported that the United Nations Mission of Observers in Prevlaka (UNMOP) had become a separate mission.

This has been proved, among other things, by the Joint Declaration signed at Geneva on 30 September 1992 by the Presidents of the Federal Republic of Yugoslavia and the Republic of Croatia, in which the Prevlaka area was demilitarized and placed under United Nations control, as well as by many letters and other documents on the subject from the Government of the Federal Republic of Yugoslavia to the Security Council.

At the informal consultations of the whole held on 19 November 1999, the members of the Council received a briefing by the Assistant Secretary-General for Peacekeeping Operations on the firing demonstration by the Navy of the Federal Republic of Yugoslavia about 10 kilometres south of Kotor Bay, in the Prevlaka area.
