15. A proposal made by the World Conference on Human Rights in 1993 to consider the establishment of a permanent forum for indigenous people was incorporated as an objective into the programme of activities of the Decade.

The midterm review is vital for assessing the effectiveness of the programme of activities of the Decade in terms of its implementation and challenges during the first five years and, based on the assessment, generating improvements in the activities and programmes planned for the next five years.
ويعد استعراض منتصف المدة حدثا بالغ الأهمية فيما يتعلق بتقييم فعالية برنامج أنشطة العقد من حيث التنفيذ والتحديات المطروحة خلال السنوات الخمس الأولى من العقد، ولإجراء تحسينات في الأنشطة والبرامج المقررة لفترة السنوات الخمس التالية بالاستناد إلى التقييم.

4. Notes that the programme of activities of the Decade may be reviewed and updated throughout the Decade and that, at the mid-point of the Decade in 1999, the Economic and Social Council and the General Assembly should review the results of the activities in order to identify obstacles to the achievement of the goals of the Decade and to recommend solutions for overcoming such obstacles;
٤ - تلاحظ أنه يمكن تنقيح وتحديث برنامج أنشطة العقد على امتداد سنواته، وأنه ينبغي للمجلس الاقتصادي والاجتماعي والجمعية العامة أن يستعرضا في منتصف العقد في عام ١٩٩٩ نتائج اﻷنشطة المضطلع بها من أجل تحديد العقبات التي تعترض سبيل تحقيق أهداف العقد والتوصية بالحلول الكفيلة بتذليل تلك العقبات؛

He also expressed support for the suggestions made by the Chairperson-Rapporteur in that regard, which could include an evaluation of the implementation and results of the programme of activities of the Decade as approved by the General Assembly, identification of obstacles to successful implementation of the goals of the Decade, and suggestions for possible supplementary activities that might be included in the programme of activities.
