This general purpose of minority rights is also laid down in a more comprehensive manner in the 1992 Minorities Declaration, whose article 1(1) provides that " States shall protect the existence of the national or ethnic, cultural, religious and linguistic identity of minorities within their respective territories and shall encourage conditions for the promotion of that identity. "

12. The Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities (General Assembly resolution 47/135, annex) has established that States " shall protect the existence and the national or ethnic, cultural, religious and linguistic identity of minorities within their respective territories and shall encourage conditions for the promotion of that identity " (art. 1, para. 1).

37. In 1994, States members of the Organization of African Unity reaffirmed their deep conviction that friendly relations among their peoples as well as peace, justice, stability and democracy, called for the protection of ethnic, cultural, linguistic and religious identity of all their people including national minorities and the creation of conditions conducive to the promotion of that identity.
