1- يُلزم كل طرف من الأطراف المتعاقدة السامية قواته المسلحة بأن تصدر التعليمات العسكرية وتضع الإجراءات التنفيذية ذات الصلة بهذا الموضوع، ويقتضي من أفراد القوات المسلحة أن يتلقوا تدريباً يتناسب مع واجباتهم ومسؤولياتهم المتعلقة بالامتثال لأحكام هذا الصك.

We strongly believe that the provisions of this Instrument will establish a necessary norm in combating transnational organized crime as well.

Monaco feels that it is in perfect harmony with the provisions of this Instrument, which have inspired many of its actions at both the national and international levels.

As indicated in paragraph 10 above, the Convention provides for the establishment of a Committee responsible for monitoring the progress made by the States Parties in the implementation of the provisions of this Instrument.
وكما ذكر في الفقرة ١٠ أعلاه فإن الاتفاقية تنص على إنشاء لجنة مسؤولة عن رصد التقدم الذي أحرزته الدول اﻷطراف في تنفيذ أحكام هذا الصك.

1. The Council shall exercise all such powers and perform or arrange for the performance of all such functions as are necessary to carry out the provisions of this Instrument.
1- يمارس المجلس كل ما يلزم من سلطات لتنفيذ أحكام هذا الصك ويقوم بكل ما يقتضيه ذلك من وظائف أو يدبر أمر القيام بها.

2. All decisions and recommendations of the Council shall be consistent with the provisions of this Instrument.
2- تكون جميع قرارات المجلس وتوصياته منسجمة مع أحكام هذا الصك.

(b) The communication constitutes an abuse of the right of submission of such communications or is incompatible with the provisions of [this instrument];
(ب) إذا كان البلاغ يشكل إساءة استعمال للحق في تقديم بلاغات كهذه أو يتنافى مع أحكام [هذا الصك]

2. The Council shall, by special vote, adopt such rules and regulations as are necessary to carry out the provisions of this Instrument and as are consistent therewith, including its own rules of procedure and the financial and staff regulations of the Organization.
2- يعتمد المجلس، بتصويت خاص، القواعد والأنظمة اللازمة لتنفيذ أحكام هذا الصك والمتفقة معها، بما في ذلك نظامه الداخلي والنظام المالي للمنظمة والنظام الأساسي لموظفيها.

2. Members shall undertake to accept as binding, in accordance with the laws of each member, decisions of the Council under the provisions of this Instrument, and shall seek to refrain from implementing measures which would have the effect of limiting or running counter to them.
2- يتعهد الأعضاء بقبول القرارات التي يتخذها المجلس بمقتضى أحكام هذا الصك باعتبارها ملزمة لهم طبقاً لقوانين كل عضو ويحاولون الامتناع عن تنفيذ تدابير تؤدي إلى تقييد هذه القرارات أو تتعارض معها.
