It was in response to one of the recommendations contained in an evaluation of the public security sector prepared by MINUSAL in September 1995 that the President of the Republic, in January 1996, decided to form a National Council of Public Security to oversee developments within the sector and provide him with advice as the country develops an integrated policy and institutional framework in the area.
