3. At the outset, we must underline two key facts about recruitment in the Qatari armed forces:

4. The recruitment process in the Qatari armed forces, which guarantees the nonrecruitment and non-involvement of children in hostilities, is described below:
4- أما فيما يخص إجراءات التجنيد في القوات المسلحة القطرية والتي تضمن عدم تجنيد الأطفال واشتراكهم في العمليات الحربية فهي:

the Qatari armed forces do not have a system of compulsory military service and their members are all volunteers who join up of their own accord and in conformity with the regulations in force in the Qatari armed forces, as mentioned in the two key facts outlined above; and
لا تطبق نظام التجنيد الإجباري وإنما جميع أفراد القوات المسلحة القطرية هم متطوعون بمحض إرادتهم وطبقاً للأنظمة المعمول بها في القوات المسلحة القطرية وهو ما تم ذكره في الحقيقتين الأساسيتين أعلاه؛

With reference to recruitment of other ranks in the Qatari armed forces, the recruitment criteria stipulate, inter alia, that candidates must not be below 18 or above 25 years of age;

271. It follows that there are no persons or volunteers in the ranks of the Armed Forces who are under 18 and thus the Qatari armed forces have not had any cases of children needing to be released, reintegrated or provided with humanitarian assistance and medical treatment.
271- وبناءً على ما تقدم فإنه لا يوجـد مجنديـن أو متطوعين في صفوف القوات المسلحة ممن تقل أعمارهم عن 18 سنه وبالتالي لم تشهد القوات المسلحة القطرية حالات تسريح أو إعادة دمج أو تلقي مساعدات إنسانية أو علاج طبي.

19. The annual training programme for schoolchildren is designed to encourage individuals below 18 years of age to enrol in practical programmes run by the Qatari armed forces, consistent with the State's overall policy of protecting children and furthering the aims of the Convention on the Rights of the Child.
19- يهدف برنامج التدريب السنوي لطلبة المدارس إلى تحفيز الأشخاص دون سن الثامنة عشرة على الالتحاق بالبرامج التطبيقية التي تنظمها القوات المسلحة القطرية. وهذا يأتي تماشياً مع السياسة العامة للدولة الهادفة إلى حماية الأطفال، وتعزيزاً لأهداف اتفاقية حقوق الطفل.

(a) There is no system of conscription into the Qatari armed forces. Enlistment is voluntary according to the rules and regulations in force;
(أ) لا يوجد نظام للتجنيد الإجباري في القوات المسلحة القطرية وإنما تعتمد أنظمة التجنيد فيها على التطوع الاختياري طبقاً للأنظمة والتعليمات المعمول بها؛

(a) There is no such thing as compulsory recruitment in the Qatari armed forces. The recruitment regulations are founded on voluntarism in accordance with the regulations and directives in force; and
(أ) لا يوجد نظام للتجنيد الإجباري في القوات المسلحة القطرية وإنما تعتمد أنظمة التجنيد فيها على التطوع الاختياري طبقاً للأنظمة والتعليمات المعمول بها؛

(b) With reference to the Optional Protocol to the Convention on the Rights of the Child on the involvement of children in armed conflict and measures to guarantee its implementation in the Qatari armed forces:
(ب) بالرجوع إلى الأحكام الواردة في البروتوكول الاختياري الملحق باتفاقية حقوق الطفل بشأن اشتراك الأطفال في الصراعات المسلحة، ومدى اتخاذ التدابير التي تضمن تنفيذ هذه الأحكام داخل القوات المسلحة القطرية نفيد بالآتي:

Service in the Qatari armed forces is not based on compulsory recruitment. There are no provisions in Qatari regulations and laws allowing for compulsory recruitment. Therefore, persons who have not attained the age of 18 years are not compulsorily recruited; and
- نظام الخدمة في القوات المسلحة القطرية لا يعتمد ولا يُطبق نظام التجنيد الإجباري وليس هناك نص تشريعي واحد في الأنظمة والقوانين القطرية ينص على التجنيد الإجباري، وبالتالي ليس هناك مجند إجباري تحت سن 18 سنة؛

The human resources of the Qatari armed forces are managed on the basis of voluntary recruitment alone. The armed forces have defined conditions for voluntary admission into their ranks with age being the most important criterion;
- تعتمد القوات المسلحة القطرية في القوى البشرية على نظام التجنيد الطوعي فقط وهي في سبيل تحقيق ذلك قامت بوضع شروط للأفراد الراغبين في الانضمام إلى صفوف القوات المسلحة وعلى رأس هذه الشروط (شرط السن)؛

With reference to officers serving in the Qatari armed forces, article 4, paragraph 2, states: " Anyone appointed as an officer in the armed forces must be over 18 years, which is the minimum age for appointment " ;
- بالرجوع إلى نظام خدمة الضباط في القوات المسلحة القطرية المادة الرابعة - الفقرة الثانية نجد أنها تنص: " فيمن يُعين ضابطاً في القوات المسلحة أن يكون قد أتم من العمر ثمانية عشر سنة ميلادية وهذا هو الحد الأدنى للتعيين " ؛

93. In 2008 - 2009, the Supreme Council for Family Affairs, the Qatari armed forces and UNICEF jointly launched an initiative to include the topic of children's rights in the curricula of the Military College and Training Institute of the Qatar Armed Forces.
93- وفي إطار دمج مادة حقوق الطفل في المناهج الدراسية، قام المجلس الأعلى لشؤون الأسرة في 2008-2009 بمبادرة بالتعاون مع القوات المسلحة القطرية واليونيسيف لدمج مادة حقوق الطفل في مناهج الكلية العسكرية ومعهد التدريب التابعين للقوات المسلحة القطرية.
