Indeed as the experience of the authors demonstrates, the system of exemptions does not currently protect the liberty of parents to ensure that the religious and moral education of their children is in conformity with their own convictions.
والواقع أن نظام الإعفاءات، كما تثبت تجربة أصحاب البلاغ، لا يحمي حالياً حرية الآباء في ضمان توافق التربية الدينية والأخلاقية لأطفالهم مع معتقداتهم الخاصة.

Parents have a prior right to choose the kind of education that shall be given to their children and the liberty to ensure the religious and moral education of their children in conformity with their own convictions.

18. The liberty of parents or legal guardians to ensure the religious and moral education of their children in conformity with their own convictions is not always respected.
18- لا تُحتَرَمُ دائماً حرية الوالدين أو الأوصياء الشرعيين في ضمان التعليم الديني والأخلاقي لأطفالهم وفق قناعاتهم الشخصية.

485. Mothers, fathers and legal guardians enjoy full freedom to ensure the religious and moral education of their children as an extension of their freedom to adhere to a religion.
486- يتمتع الآباء والأمهات والأوصياء القانونيون بكامل حريتهم لتأمين التعليم الديني والأخلاقي لأطفالهم وذلك امتدادا لحريتهم في الانتماء للأديان.

55. The liberty of parents or legal guardians to choose educational institutions for their children other than those established by the authorities of the State and to ensure the religious and moral education of their children in conformity with their own convictions must be recognized.
55- ويجب الاعتراف بحرية الآباء أو الأولياء الشرعيين في أن يختاروا لأبنائهم مؤسسات تعليمية عدا المؤسسات الحكومية وفي أن يكفلوا التعليم الديني والأخلاقي لأطفالهم وفقاً لمعتقداتهم.

The States Parties to this Convention agree that: (b) It is essential to respect the liberty of parents, ... firstly to choose for their children institutions other than those maintained by the public authorities but conforming to ... minimum educational standards, and secondly, to ensure ... the religious and moral education of the children in conformity with their own convictions.
من الضروري احترام حرية آباء التلاميذ ... أولاً في أن يختاروا لأبنائهم أية مؤسسة تعليمية غير تلك التي تقيمها السلطات العامة بشرط أن تفي تلك المؤسسات بالحد الأدنى من المستويات التعليمية ... وثانياً في أن يكفلوا لأبنائهم ... التعليم الديني والأخلاقي وفقاً لمعتقداتهم الخاصة.

18. Reaffirm and respect the liberty of parents and, when applicable, legal guardians to choose for their children schools, other than those established by the public authorities, which conform to such minimum educational standards as may be laid down or approved by the State and to ensure the religious and moral education of their children in conformity with their own convictions.
18 - إعادة تأكيد واحترام حرية الوالدين أو أولياء الأمور القانونيين، عند الاقتضاء، في اختيار المدارس، غير المدارس التي أنشأتها السلطات العامة التي تتواءم مع الحد الأدنى من المتطلبات التعليمية التي تضعها أو تقرها الدولة، وكفالة حصول أطفالهم على التعليم الديني والأخلاقي الذي يتوافق مع معتقداتهم.

4. States Parties to the present Convention undertake to have respect for the liberty of parents, at least one of whom is a migrant worker, and, when applicable, legal guardians to ensure the religious and moral education of their children in conformity with their own convictions.
4- تتعهد الدول الأطراف في هذه الاتفاقية باحترام حرية الأبوين، اللذين يكون واحد منهما على الأقل من العمال المهاجرين، والأولياء القانونيين، إن وجدوا، في تأمين التعليم الديني والأخلاقي لأولادهم وفقاً لمعتقداتهم الخاصة.

273. With regard to article 18, paragraph 4, of the Covenant, the State respects the liberty of parents and guardians to ensure the religious and moral education of their children in a manner consistent with the rights of others and with public morals and public order.

292- وبالنسبة للفقرة 4 من المادة 18 من العهد تكفل الدولة للآباء والأوصياء التربية الدينية والأخلاقية لأولادهم بشكل لا يتعارض مع حقوق الآخرين أو يخل بالآداب العامة أو النظام العام.

والأهم من ذلك، تتعهد الدول الأطراف أيضا باحترام حريـــة الآباء في تعليم أطفالهم وتربيتهم دينيا وخلقيا وفقا لمعتقداتهم الخاصة.

97. Article 18 of the Covenant states that everyone has the right to freedom of thought, conscience and religion, and the freedom to manifest one's religion, and that the State shall respect the liberty of parents to ensure the religious and moral education of their children in conformity with their convictions.
٧٩- تورد المادة ٨١ من العهد حق كل إنسان في حرية الفكر والوجدان والدين، وحريته في إظهار دينه، وأن تحترم الدولة حرية اﻵباء في تأمين تربية أولادهم دينيا وخلقيا وفقا لقناعاتهم الخاصة.

478- تتعهد الدول الأطراف في هذا العهد باحترام حرية الآباء، أو الأوصياء عند وجودهم، في تأمين تربية أولادهم دينياً وخلقياً وفقاً لقناعاتهم الخاصة.

Parents and legal guardians shall have the liberty to ensure the religious and moral education of their children in conformity with their own convictions.
وللآباء والأوصياء القانونيين الحرية في ضمان التعليم الديني والمعنوي لأطفالهم بما يتوافق مع المعتقدات التي يعتنقها هؤلاء الآباء والأوصياء.
