وإذ يساوره القلق إزاء العدد الكبير والمتزايد من المهاجرين، ولا سيما من النساء والأطفال، الذين يحاولون عبور الحدود الدولية دون أن تكون بحوزتهم وثائق السفر المطلوبة مما يعرّضهم للاستضعاف بوجه خاص، وإذ يُقر بأنه من واجب الدول احترام حقوق الإنسان لأولئك المهاجرين،

Lower requirements under section 3, Political affairs, pertain mainly to lower airfares and fewer trips undertaken by Security Council and committee members, due in part to the prevailing security situation and difficulties in securing the required travel documents.
