Thus, the withdrawal of an objection became operative only when notice of it had been received by the reserving State or international organization, even if the effects of withdrawal of an objection might go beyond the strictly bilateral relationship between the reserving party and the objecting party.

(6) Nevertheless, expression of the intention to preclude the entry into force of a treaty by the author of the objection or the absence thereof does not in any way prejudge the question of whether the treaty actually enters into force between the reserving State or international organization and the State or international organization that made an objection.

As a preliminary observation, however, he noted that an objection formulated by a State or international organization could totally or partially prevent a reservation made by another State or international organization from having effect, but only in relations between the reserving State or international organization and the objecting State or international organization.
