١٠٨ - ويقلق اللجنة أيضا أن المادة ٤٢ من الدستور تعطي لمجلس قيادة الثورة سلطة إصدار قوانين ومراسيم وقرارات بدون إخضاعها لفحص أو استعراض مستقلين لكفالة تمشيها مع أحكام العهد.
