An integrated strategy was needed to achieve those ends, although rationalization of the Assembly's agenda should not affect the role assigned to it under the Charter of the United Nations, including its effective response to international developments and to the needs of countries and peoples.

٩ - ترحب باستعداد منظمة اﻷمن والتعاون في أوروبا لمواصلة أدائها للدور المسند إليها بموجب الاتفاق اﻹطاري العام للسلام في البوسنة والهرسك)٤(، بالتعاون مع اﻷمم المتحدة، الذي أضيفت إليه عناصر جديدة خلال عام ١٩٩٨ في مجالات إصلاح جهاز الشرطة، والهيئة القضائية، وحقوق اﻹنسان؛

Accordingly, it was important for the United Nations Security Council, which in recent times had become the plaything of its permanent members, to reassume the role assigned to it by the Charter of the United Nations.
