5. In General Assembly resolution 51/159 of 16 December 1996, entitled " Action to be taken in 1999 dedicated to the centennial of the first International Peace Conference and to the closing of the United Nations Decade of International Law, the Russian Federation and the Netherlands were invited:

His delegation welcomed the programme of action presented by the Russian Federation and the Netherlands for the 1999 centennial of the First International Peace Conference in The Hague, which should commemorate also the fiftieth anniversary of the four Geneva Conventions and the close of the United Nations Decade of International Law.

It would also invite the Governments of the Russian Federation and the Netherlands to arrange, as a matter of urgency, a preliminary discussion with other interested Member States on the substantive content of 1999 action and to seek, in this respect, the cooperation of the International Court of Justice, the Permanent Court of Arbitration, relevant intergovernmental organizations, as well as other relevant organizations.
كما تدعو حكومتي الاتحاد الروسي وهولندا إلى أن تعملا، على سبيل الاستعجال، على ترتيب مناقشة أولية مع الدول اﻷعضاء اﻷخرى المهتمة باﻷمر بشأن المحتوى الفني ﻹجراءات عام ١٩٩٩، وإلى أن تلتمسا في هذا الشأن تعاون محكمة العدل الدولية، ومحكمة التحكيم الدائمة والمنظمات الحكومية الدولية ذات الصلة باﻹضافة إلى المنظمات المعنية اﻷخرى.
