" 1. The Security Council has considered the second report of the Secretary-General dated 25 January 1995 on the security in the Rwandese refugee camps (S/1995/65), particularly those located in Zaire and his letter dated 1 February 1995 (S/1995/127) on this subject.

Noting the reports of the Secretary-General on security in the Rwandese refugee camps of 18 November 1994 (S/1994/1308) and 25 January 1995 (S/1995/65),
وإذ يحيط علما بتقريري اﻷمين العـــام عن اﻷمـــن في مخيمات اللاجئين الروانديين المؤرخين ١٨ تشرين الثاني/نوفمبر ١٩٩٤ (S/1994/1308) و ٢٥ كانون الثاني/يناير ١٩٩٥ (S/1995/65)،

7. Recalls the agreements reached between the Government of Zaire, the Government of Rwanda and the Office of the United Nations High Commissioner for Refugees aimed at assuring order and security in the Rwandese refugee camps in Zaire and the voluntary repatriation of these refugees to their country of origin in conditions of safety and dignity;
٧- تذكﱢر بالاتفاقات المعقودة بين حكومة زائير وحكومة رواندا ومفوضية اﻷمم المتحدة لشؤون اللاجئين والرامية إلى ضمان النظام واﻷمن في مخيمات اللاجئين الروانديين في زائير وأيضاً عودة هؤلاء اللاجئين طوعاً وفي ظروف تكفل لهم السلامة والكرامة إلى بلدانهم اﻷصلية؛

Guinea, which is participating in the United Nations security mission in the Rwandese refugee camps in Zaire, in keeping with a framework agreement signed with the Office of the United Nations High Commissioner for Refugees, and taking account of its own experience with Liberian and Sierra Leonean refugees, believes that no effort should be spared to calm extremism everywhere.
إن غينيا، التي تشارك في بعثة اﻷمم المتحدة لﻷمن في مخيمات اللاجئين الروانديين في زائير، بما يتمشى مع الاتفاق اﻹطاري الذي وقع مع مفوضية اﻷمم المتحدة السامية لشؤون اللاجئين، والتي تأخذ بعين الاعتبار تجربتها الخاصة مع اللاجئين من ليبريا وسيراليون، ترى أنه لا بد من بذل كل جهد ممكن لتهدئة نزعات التطرف أينما وجدت.

39. Given the crucial importance of establishing secure conditions in the Rwandese refugee camps in Zaire, as well as the pressing need for financial and technical assistance to reach the Government of Rwanda, it is my intention to concentrate all the efforts of the United Nations system on these immediate priorities.
٣٩ - ونظرا لﻷهمية الحاسمة لخلق ظروف آمنة في مخيمات اللاجئين الروانديين في زائير، فضلا عن الحاجة الملحة لوصول المساعدة المالية والتقنية إلى حكومة رواندا، أعتزم تركيز جميع جهود منظومة اﻷمم المتحدة على هذه اﻷولويات الفورية.

Since that time, I have reported to the Council on the situation in Rwanda on 3 August (S/1994/924) and 6 October (S/1994/1133), and on security in the Rwandese refugee camps on 18 November (S/1994/1308).

The present report is submitted in response to the statement by the President of the Security Council of 10 February 1995 (S/PRST/1995/7), which followed the Council's consideration of my second report, dated 25 January, on security in the Rwandese refugee camps (S/1995/65) and my letter of 1 February (S/1995/127).
١ - هذا التقرير مقدم استجابة للبيان الذي أصدره رئيس مجلس اﻷمن في ١٠ شباط/فبراير ١٩٩٥ (S/PRST/1995/7)، بعد أن نظر المجلس في تقريري الثاني المؤرخ ٢٥ كانون الثاني/يناير عن اﻷمن في مخيمات اللاجئين الروانديين (S/1995/65) ورسالتي المؤرخة ١ شباط/فبراير (S/1995/127).

1. The present report is submitted in pursuance of the statement by the President of the Security Council dated 30 November 1994 (S/PRST/1994/75), in which the Security Council stressed that a determined effort must be made by the international community to promote the repatriation of the Rwandese refugees, to reduce intimidation of prospective returnees and to improve security in the Rwandese refugee camps, especially those in Zaire.
١ - يقدم هذا التقرير عملا بالبيان الرئاسي لمجلس اﻷمن المؤرخ ٣٠ تشرين الثاني/نوفمبر ١٩٩٤ (S/PRST/1994/75) الذي أكد فيه مجلس اﻷمن أنه لا بد للمجتمع الدولي من أن يبذل جهدا أكيدا لتأكيد عودة اللاجئين الروانديين والحد من تخويف العائدين المحتملين وتحسين اﻷمن في مخيمات اللاجئين الروانديين ولا سيما تلك الواقعة في زائير.
