In the light of those discussions, the Secretary-General and the Director General of IAEA addressed a letter to the Minister for Foreign Affairs of Bahrain, on 29 September 1999, proposing an interim arrangement regarding the field office.

100. All other States must notify the joint unit, from a date to be determined by the Secretary-General and the Director General of IAEA and reported to the Council, after their consultations with the members of the Council and other interested States, that they are satisfied with the preparedness of States for the effective implementation of the mechanism.

52. It was clear from the report of the Secretary-General and the Director General of the United Nations Economic, Scientific and Cultural Organization (UNESCO) on the progress made and problems encountered in the struggle against illiteracy (A/50/181) that significant advances had been registered in the rise of literacy rates, the number of literate adults and school enrolment in many parts of the world.
٥٢ - ويتبين من تقرير اﻷمين العام والمدير العام لمنظمة اﻷمم المتحدة للتربية والتعليم والثقافة عن خطوات التقدم المحرزة وعن المشاكل التي ووجهت في مجال محو اﻷمية )A/50/181(، أنه تمت خطوات تقدم محسوسة على الصعد التالية: ازدياد معدل اﻹلمام بالكتابة والقراءة؛ وازدياد عدد كبار السن الملمين بالكتابة والقراءة، وعدد الملتحقين بالمدارس، في عدة مناطق من العالم.
