2. Five years into the operation of this system of administration of justice is an opportune time to recall the fundamental reasons for the establishment of the new system of internal justice at the United Nations, which were set out by the Secretary-General in his note dated 23 February 2007, as follows:
٢ - إن فترة السنوات الخمس من عمل نظام إقامة العدل هذا هي مدة مناسبة لتذكر الأسباب الأساسية التي كانت وراء إنشاء النظام الجديد للعدالة الداخلية في الأمم المتحدة، والتي حددها الأمين العام في مذكرته المؤرخة 23 شباط/فبراير 2007()، على النحو التالي:

As regards arrangements for future sessions, the Secretary-General (in his note A/CN.9/7) invited the Commission to consider a suitable type of relationship to be established with intergovernmental and non-governmental organizations taking into account procedures followed in this respect in particular by the UNCTAD TDB.
