11. At its fourth meeting, the Working Group had before it a non-paper prepared by the Chair containing a proposal for a structure for the consolidation of the set of draft guidelines.
١١- وعُرضت على الفريق العامل في جلسته الرابعة ورقة غير رسمية أعدَّها الرئيس وتتضمَّن هيكلاً مقترحاً لإدماج مجموعة مشاريع المبادئ التوجيهية.

Some delegations expressed the view that the proposal by the Chair of the Working Group for the consolidation of the set of draft guidelines constituted an important step forward in the preparation of a draft set of guidelines for the Working Group.
181- وأعرب بعض الوفود عن رأي مفاده أنَّ المقترح الذي قدَّمه رئيس الفريق العامل بشأن إدماج مجموعة مشاريع المبادئ التوجيهية هو خطوة كبيرة إلى الأمام على طريق إعداد مشروع مجموعة المبادئ التوجيهية للفريق العامل.

8. The Working Group also noted that the focus of the deliberations on the set of draft guidelines was shifting from the expert groups to the Working Group and that the Working Group would take into account the valuable inputs of the expert groups in its continued work on developing the set of draft guidelines.

105- يرد أدناه نص مجموعة مشاريع المبادئ التوجيهية() التي يتضمنها دليل الممارسة المتعلق بالتحفظات على المعاهدات والتي اعتمدتها اللجنة بصفة مؤقتة.

1. At its sixty-second session (2010), the International Law Commission completed the provisional adoption of the set of draft guidelines constituting the Guide to Practice on Reservations to Treaties.

Some delegations expressed the view that, while the proposal by the Chair of the Working Group for the consolidation of the set of draft guidelines was a step in the right direction, it was necessary to objectively analyse the results attained and that further discussions and constructive efforts were necessary in order to resolve issues that remained outside the current guidelines.
182- وأعرب بعض الوفود عن رأي مفاده أنه على الرغم من أنَّ مقترح رئيس الفريق العامل بشأن إدماج مجموعة مشاريع المبادئ التوجيهية خطوةٌ في الاتجاه الصحيح، فإن من اللازم إجراء تحليل موضوعي للنتائج المحققة وإجراء مناقشات إضافية وبذل جهود بنَّاءة من أجل حل المسائل التي لا تتناولها المبادئ التوجيهية الحالية.

Some delegations expressed the view that the set of draft guidelines must in no way and under no circumstances create barriers to the space programmes of new space actors and that, while recognizing the importance of ensuring the sustainability of space activities as a permanent goal, countries with emerging space programmes should not bear the burden imposed by the activities of established spacefaring nations, which date back to the 1950s.
191- وأعرب بعض الوفود عن رأي مفاده أنَّ مجموعة مشاريع المبادئ التوجيهية لا يجب بأيِّ شكل من الأشكال وفي أيِّ ظرف من الظروف أن تعرقل البرامج الفضائية للجهات الفاعلة الجديدة في ميدان الفضاء وأنه ينبغي، مع التسليم بأهمية ضمان استدامة الأنشطة الفضائية كهدف دائم، ألاَّ تتحمل البلدان التي لديها برامج فضائية جديدة عبء أنشطة الدول الراسخة القدم في ارتياد الفضاء، التي تعود إلى الخمسينات من القرن الماضي.
