I reconfirmed at the consultations that I would also go along with the provisions of the " Set of Ideas " regarding the demilitarization of the Federal Republic and the withdrawal of non-Cypriot forces.

In view of the above, the Turkish Cypriot side wishes to announce, here and now, that it is prepared to discuss the subject of European Union membership of the federal Republic within the framework foreseen in the " set of ideas " , as soon as an agreement is reached on a bicommunal and bizonal federal solution and the equal political status of both communities is respected.

It is significant to note that, on the issues of membership in the European Union and " demilitarization " , the Turkish Cypriot side has repeatedly made it known that it adheres to the relevant paragraphs of the Set of Ideas, which were carefully negotiated between the United Nations and the two parties, and which are among the parameters of a durable and just solution.

My report of 19 November 1992 (S/24830) described the deadlock reached in my efforts to base an overall agreement on the Set of Ideas and the map endorsed by the Security Council in its resolution 774 (1992) of 26 August 1992.

Continues to believe that, following the satisfactory conclusion of the Secretary-General's intensive efforts to complete the Set of Ideas referred to in paragraph 4 above, the convening of a high-level international meeting chaired by the Secretary-General in which the two communities and Greece and Turkey would participate represents an effective mechanism for concluding an overall framework agreement;

As an alternative approach, I proposed to Mr. Clerides that if we realized our objective of establishing the federation, I would go along with the provision laid down in the " Set of Ideas " regarding the EU membership of the Federal Republic, as agreed to by both myself and Mr. Vassiliou.

Paragraph 92 of the " Set of Ideas " lays down that: " Matters related to the membership of the Federal Republic in the European Economic Community will be discussed and agreed to, and will be submitted for the approval of the two communities in separate referendums. "
فالفقرة ٩٢ من مجموعة اﻷفكار تنص كما يلي: " سوف تناقش المسائل المتصلة بانضمام الجمهورية الاتحادية الى الجماعة الاقتصادية اﻷوروبية ويتفق عليها، وستعرض على الطائفتين للموافقة عليها في استفتائين منفصلين " .

A third option would be to put the latter package on one side for the moment and to try to make progress by resuming discussion of the questions of substance, on the basis of the Set of Ideas and the map that were presented to the parties in July 1992 (see S/24472) and have been in abeyance since November 1992.

These extensive discussions made it possible to develop ample material to enable the two leaders first, to reach agreement on a list of confidence-building measures, including on Varosha and Nicosia International Airport; and second, to make progress towards reconciling differences on a number of substantive issues as part of the ongoing process to reach agreement on the draft framework contained in the Set of Ideas.

The members of the Council reiterate the obligation of both parties to cooperate with you fully and without further delay in reaching promptly an overall framework agreement on the package of proposals and, in the first instance, to arrive at an agreement on the package of proposals related to Varosha and Nicosia International Airport, which will create a climate more conducive to engaging in negotiations on the basis of the Set of Ideas.
