25. Experts stressed the urgent need for effective action to implement sustainable management of all types of forests, and to achieve the shared global objectives on forests reaffirmed in the non-legally binding instrument on all types of forests set out directly below:

9.49 The Forum is mandated to carry out principal functions related to: supporting efforts to achieve the shared global objectives on forests; facilitating the implementation of a non-legally binding instrument on all types of forests; policy development; international coordination among organizations, instruments and institutions; international cooperation; monitoring, assessment and reporting; and strengthening political commitment.

The main purpose of the forest instrument is to strengthen political commitment and action at all levels to implement effectively sustainable management of all types of forests and to achieve the shared global objectives on forests; to enhance the contribution of forests to the achievement of the internationally agreed development goals; and to provide a framework for national action and international cooperation.
