The Special Rapporteur visited the Russian Federation from 12 to 17 June 2006 with the principal objective of analysing the situation of racism, racial discrimination and xenophobia in the Russian Federation, particularly in light of the many incidents of racial and xenophobic violence reported by human rights organizations and by the national and international press.

The Special Rapporteur also proposed that the Committee invite him to attend meetings at which the Committee considers the reports on the implementation of the International Convention on the Elimination of All Forms of Racial Discrimination by States parties that he has visited and on which he has submitted a report, with a view to evaluating the situation of racism as well as follow-up to his recommendations.

4. Mission to the Russian Federation 56. The Special Rapporteur visited the Russian Federation from 11-17 June 2006, with the principal objective of analysing the situation of racism, racial discrimination and xenophobia in the country, in particular in light of the multiple incidents of racial and xenophobic violence reported by human rights organizations and by the national and international press.

50. The Special Rapporteur visited Switzerland on a mission from 9 to 13 January 2006 with the principal objective of assessing the situation of racism, racial discrimination and xenophobia, as well as the policies and measures adopted by the Swiss Government to combat these phenomena.

The Special Rapporteur had a number of meetings with representatives of the executive, legislative and judicial branches with a view to obtaining their opinion on the situation of racism and racial discrimination in Mauritania, on the adequacy of the current legal framework on the elimination of racism and racial discrimination, and on the programmes and policies implemented by the authorities for that purpose.

In 2008, the Special Rapporteur on contemporary forms of racism and the independent expert on minority issues recommended that the Government establish a consultative body to assess the situation of racism and racial discrimination in the country and formulate a national plan of action in this area, inspired by the Durban Declaration and Programme of Action.

From 25 to 27 March 1998, the Special Rapporteur participated in the work of the fifty-fifth session of the Commission on Human Rights at which he submitted his general report on the situation of racism, racial discrimination and xenophobia in the world (E/CN.4/1999/15) and a report on his mission to South Africa from 24 February to 5 March 1998 (E/CN.4/1999/15/Add.1).

The Special Rapporteur visited Italy on a mission from 9 to 13 October 2006 in order to assess the situation of racism, racial discrimination and xenophobia, particularly in the light of the current strong migratory pressure and the legislative and political legacy of xenophobia inherited from the racist and xenophobic political platforms that marked the previous Government coalition.
