For several years, the Committee has been seeking to deal with the situation of States which have failed to honour their reporting obligations under article 40 of the Covenant or which have repeatedly failed to appear before the Committee although the examination of their report had been scheduled.

Since reporting by States parties is the fundamental mechanism by which the Committee discharges fully its obligation to monitor the observance of obligations under the Convention, the Committee has adopted special procedures for considering the situation of States parties that have not submitted even an initial report, or whose reports are considerably overdue.
لما كان تقديم الدول الأطراف للتقارير يشكل الآلية الرئيسية التي تؤدي اللجنة من خلالها، أداءً كاملاً، التزامها برصد الامتثال للالتزامات بموجب الاتفاقية، اعتمدت اللجنة إجراءات خاصة للنظر في حالة الدول الأطراف التي لم تقدم ولو تقريراً أولياً، أو التي تأخرت كثيراً في تقديم تقاريرها.

It had adopted concluding observations on three country reports and 13 final decisions under the Optional Protocol to the Covenant, and had discussed its new procedure for dealing with the situation of States parties that had not reported under the Covenant and the new procedure for following up its concluding observations on periodic reports.
واعتمدت ملاحظات نهائية بشأن ثلاثة تقارير قطرية و 13 مقررا نهائيا في إطار البرتوكول الاختياري للعهد، وناقشت الإجراء الجديد الذي اتخذته للتعامل مع حالة الدول الأطراف التي لم تقدم تقارير بموجب أحكام العهد، والإجراء الجديد لمتابعة ملاحظاتها النهائية بشأن التقارير الدورية.

87. Attention was drawn to the situation of States emerging from conflict and States surrounded by conflict zones, both of which were vulnerable to the security threats posed by the proliferation of small arms and light weapons.
87- واستُرعي الاهتمام إلى حالة الدول الخارجة من صراعات والدول التي تحيط بها مناطق صراعات، باعتبار أن هذه الدول معرّضة إلى أخطار أمنية نتيجة لانتشار الأسلحة الصغيرة والأسلحة الخفيفة.

73. Given the multiplicity of locales which are affected by the issue, it is also useful to distinguish between the situation of States concerned by internal climate-change-induced migration, States of origin and States of destination of international climate-change-induced migration, and all States.
73 - وفي ضوء تعدّد المواقع المحلية المتأثرة بالقضية يصبح من المفيد كذلك التمييز بين حالة الدول التي تنشغل بقضية الهجرة الداخلية الناجمة عن تغيُّر المناخ وبين دول المنشأ ودول المقصد بالنسبة للهجرة الدولية الناجمة عن تغيُّر المناخ، فضلاً عن الدول كافة.

7. The declaration formulated on the occasion of the fiftieth anniversary of the United Nations reaffirmed the right of peoples to self-determination, making specific reference to the situation of States under colonial rule and other types of foreign occupation, and recognized the right of peoples to take all legitimate measures under the Charter of the United Nations in order to exercise their inalienable right to self-determination.
٧ - وإن اﻹعلان الذي صدر بمناسبة الذكرى السنوية الخمسين لﻷمم المتحدة يعيد تأكيد حق الشعوب في تقرير المصير، ويشير إشارة خاصة إلى حالة الدول الخاضعة للحكم الاستعماري، وﻷنواع أخرى من الاحتلال اﻷجنبي، ويعترف بحق الشعوب في اتخاذ جميع التدابير المشروعة في إطار ميثاق اﻷمم المتحدة من أجل ممارسة حقها غير القابل للتصرف في تقرير المصير.

(6) Given the similarity of the situation of States and that of international organizations in respect of cessation and assurances and guarantees of non-repetition, the present article follows the same wording as article 30 on the responsibility of States for internationally wrongful acts, with the replacement of the word " State " with " international organization " .
6 - وبالنظر إلى التماثل بين حالة الدول وحالة المنظمات الدولية فيما يتعلق بالكف وبتأكيدات وضمانات عدم التكرار، فقد صيغت هذه المادة بنفس صياغة المادة 30 المتعلقة بمسؤولية الدول عن الأفعال غير المشروعة دولياً()، مع الاستعاضة عن كلمة " الدولة " بعبارة " المنظمة الدولية " .
