Services within the social work centres for work with victims of domestic violence and a network of regional shelters for victims of domestic violence have been established.
وأنشئت داخل مراكز العمل الاجتماعي دوائر للتعامل مع ضحايا العنف المنزلي، وشبكة من الملاجئ الإقليمية لضحايا العنف المنزلي.

The Committee is further concerned that the right of the child to be heard in legal proceedings and in the social work centres is not adequately implemented in practice.

239. The Committee recommends that the State party provide the social work centres with adequate human and financial resources, ensure systematic training of its staff and take all other necessary measures to guarantee quality, efficiency and transparency of all activities of these institutions.
239- وتوصي اللجنة الدولة الطرف بأن توفر لمراكز العمل الاجتماعي الموارد البشرية والمالية الكافية، وأن تضمن التدريب المنهجي لموظفي هذه المراكز وتتخذ كافة التدابير اللازمة الأخرى لضمان جودة وفعالية وشفافية جميع الأنشطة التي تضطلع بها هذه المؤسسات.

43. The Committee is concerned that, through an amendment to the law on the family in 2004, the social work centres have been granted the power to limit and suspend parental rights owing to non-payment of maintenance obligations.

63- وزارة العدل - يتخذ القضاة في المحكمة الابتدائية إجراءات حماية مؤقتة ضد مرتكبي أعمال العنف المنزلي وذلك بناء على اقتراح من مراكز العمل الاجتماعي.

Lack of rules that govern the supervised contact between the abused child and the alleged abusive parent, as well as of the availability of well-trained staff at the social work centres supervising such contact;
(ب) الافتقار إلى قواعد تنظم الاتصال الخاضع للإشراف بين الطفل المعتدى عليه والوالد المعتدي المزعوم، وعدم توافر موظفين مدربين تدريباً جيداً في مراكز العمل الاجتماعي التي تشرف على هذا الاتصال؛

185. In most cases maintenance is fixed on the basis of mutual agreement between parents at the social work centres (54 %), on the basis of maintenance judgement (41 %) and only a small part is fixed pursuant to a compromise in court (5 %).
185 - في معظم الحالات يتقرر مقدار النفقة على أساس اتفاق بين الأبوين يُبرم في مراكز العمل الاجتماعي (54 في المائة)، وعلى أساس تقدير النفقة (41 في المائة) ويتقرر جزء صغير فقط بناء على تسوية تجري في المحكمة (5 في المائة).

208. The Committee, while noting the State party's declaration that it is currently not in the position to withdraw its reservation to article 9, paragraph 1, of the Convention, is of the opinion that in practice there is no need for it, since the social work centres may be considered as a " competent authority " in line with article 9 of the Convention.
208- بينما تلاحظ اللجنة إعلان الدولة الطرف أن الظروف الراهنة لا تسمح لها بسحب تحفظها على الفقرة 1 من المادة 9 من الاتفاقية، فإنها ترى أنه لا حاجة إلى القيام بذلك من الناحية العملية، حيث إن مراكز العمل الاجتماعي يمكن أن تعتبر بمثابة " هيئة مختصة " بما يتوافق مع أحكام المادة 9 من الاتفاقية.

The Committee is deeply concerned about the inadequate response by the State party to prevent and punish harmful practices such as early marriages and forced marriages within the Roma population, as well as about the alleged lenient approach demonstrated by the social work centres permitting early marriages.
43- تشعر اللجنة بقلق بالغ لأن الدولة الطرف لم تستجب استجابة كافية لمنع الممارسات الضارة والمعاقبة عليها من قبيل الزواج المبكر والزواج بالإكراه في أوساط جماعة الروما، وكذلك لأن مراكز العمل الاجتماعي تتيح على ما يُزعم نهجاً متساهلاً يُجيز الزواج المبكر.

Provide victims with appropriate rehabilitation and counselling services as well as shelters, and sensitize the staff at the social work centres on how to identify and treat victims of such practices without discrimination.
(ﻫ) تزويد الضحايا بخدمات إعادة التأهيل والمشورة الملائمة وكذلك المأوى، وتوعية موظفي مراكز العمل الاجتماعي بشأن كيفية التعرف على ضحايا هذه الممارسات ومعاملتهم دون تمييز.

Identify trafficking victims among vulnerable populations, particularly Roma children, and provide them with appropriate rehabilitation and counselling services, and provide specialist training for, and enhanced resources to, the social work centres.
(د) تحديد هوية ضحايا الاتجار من بين السكان المستضعفين، ولا سيما أطفال الروما، وتقديم خدمات المشورة وإعادة التأهيل إليهم، وتقديم تدريب متخصص إلى مراكز العمل الاجتماعي وزيادة الموارد المتاحة لها.
