The Government of Iraq further rejects outright the pretexts advanced by Turkey to justify such incursions into northern Iraq, given that the alleged pursuit of elements that pose a threat to Turkish national security does not make it legitimate for Turkey to adopt policies that are entirely at odds with its declared commitment to the sovereignty and territorial integrity of Iraq.
كما ترفض حكومة جمهورية العراق، وبشكل قاطع، الحجج التي تتذرع بها تركيا في تبريرها لعمليات الغزو لشمالي العراق، إذ أن دعوى مطاردة عناصر تهدد اﻷمن القومي التركي لا تبيح لها مواصلة سياستها هذه التي تتقاطع كليا مع ما تعلنه تركيا من حرص على سيادة ووحدة أراضي العراق.

First of all, I should like to underline that, since the end of the Gulf war, Turkey has consistently expressed its commitment to the preservation of the sovereignty and territorial integrity of Iraq and has acted accordingly.
وأود، أولا وقبل كل شيء، أن أؤكد أن تركيا ما برحت، منذ انتهاء حرب الخليج، تعلن التزامها بالحفاظ على سيادة العراق وسلامة أراضيه وتتصرف وفق هذا الالتزام.

كما ترفض بشكل قاطع الحجج والذرائع التي تتذرع بها تركيا في تبريرها لعمليات العدوان على شمالي العراق، إذ أن دعوى مطاردة عناصر تهدد الأمن القومي التركي لا تبيح لها مواصلة سياستها هذه، التي تتقاطع كليا مع ما تعلنه تركيا من حرص على سيادة ووحدة أراضي العراق.

10. We strongly support the sovereignty and territorial integrity of Iraq.

You are requested to intervene with the countries in question with a view to bringing a halt to actions that, as flagrant violations of the Charter of the United Nations and the provisions of international law, pose a threat to the sovereignty and territorial integrity of Iraq.
يرجى من سيادتكم التدخل لدى هذه الدول لايقاف هذه اﻷعمال التي تهدد سيادة ووحدة تراب جمهورية العراق باعتبارها مخالفات فاضحة لميثاق اﻷمم المتحدة وﻷحكام القانون الدولي.

Reference in such a manner to that northern part of Iraq by the organization constituted an encroachment on the sovereignty and territorial integrity of Iraq and interference in its internal affairs, which was contrary to the principles of the Charter of the United Nations.
وأضاف بأن الاشارة على هذا النحو الى ذلك الجزء الشمالي من العراق من جانب المنظمة يشكل تجاوزا على سيادة العراق ووحدة أراضيه ويمثل تدخلا في شؤونه الداخلية، وهو ما يتعارض مع مبادئ ميثاق اﻷمم المتحدة.

For its part, the United Nations reiterated the commitment of all Member States to respect the sovereignty and territorial integrity of Iraq.
وأعربت اﻷمم المتحدة من جانبها مرة أخرى عن التزام جميع الدول اﻷعضاء باحترام سيادة العراق وسلامته اﻹقليمية.

If, furthermore, we take into consideration that Security Council resolutions concerning Iraq, in particular Security Council resolution 687 (1991), affirm the commitment of all Member States to the sovereignty and territorial integrity of Iraq, the Turkish incursion into northern Iraq should be considered as a violation of Security Council resolution 687 (1991) and other Security Council resolutions concerning Iraq.
وإذا أخذنا بالاعتبار أيضا أن قرارات مجلس اﻷمن ذات الصلة بالعراق وخاصة القرار ٦٨٧ )١٩٩١( ينص على احترام الدول لسيادة العراق وسلامته اﻹقليمية فإن الغزو التركي لشمال العراق يعد خرقا للقرار ٦٨٧ والقرارات اﻷخرى لمجلس اﻷمن الخاصة بالعراق.

These arrangements shall be implemented with due regard to the sovereignty and territorial integrity of Iraq, and to the principle of equitable distribution of humanitarian supplies throughout the country.
وهذه الترتيبات تنفذ مع إيلاء الاعتبار الواجب لسيادة العراق ووحدة أراضيه ولمبدأ التوزيع العادل لﻹمدادات اﻹنسانية في جميع أنحاء البلد.

We trust that this will pave the way to a peaceful solution of the problem and preclude any attack against the sovereignty and territorial integrity of Iraq.
