112- وأبدت بعض الوفود رأيا مؤداه أن هناك دواعي قلق وشكوكا بشأن مدى مناسبة واستعداد تولي الأمم المتحدة وظائف السلطة الإشرافية بمقتضى بروتوكول الموجودات الفضائية.

The view was expressed that the United Nations should request the meeting of governmental experts convened by Unidroit to discuss the relationship of the space assets protocol with the United Nations treaties on outer space, in order to avoid the simultaneous discussion of that issue in two forums.
123- أُعرب عن رأي مفاده أنه ينبغي للأمم المتحدة أن تطلب إلى اجتماع الخبراء الحكوميين الذي يعقده اليونيدروا مناقشة مسألة العلاقة بين بروتوكول الموجودات الفضائية ومعاهدات الأمم المتحدة بشأن الفضاء الخارجي، وذلك لاجتناب تزامن مناقشة هذه المسألة في وقت واحد في محفلين معا.

Some delegations expressed the view that, while the transfer of ownership of space objects between States was not an issue created by the space assets protocol, the protocol might increase the frequency of such transfers.
126- وأعربت بعض الوفود عن رأي بأنه مع أن مسألة نقل ملكية الأجسام الفضائية بين الدول ليست مسألة ناجمة عن بروتوكول الموجودات الفضائية فان البروتوكول قد يزيد من تواتر مثل هذه الحالات من نقل الملكية.

Those delegations expressed the view that further consideration should be given to the implications of transfers under the space assets protocol with respect to the United Nations treaties on outer space, as well as to the Constitution and Convention and Radio Regulations of ITU.

Some delegations expressed the view that the norms of public international law contained in the United Nations treaties on outer space should prevail over norms in the space assets protocol.
23- وأعربت بعض الوفود عن رأي مفاده أن قواعد القانون الدولي العمومي الواردة في معاهدات الأمم المتحدة المتعلقة بالفضاء الخارجي ينبغي أن تعلو على القواعد الواردة في بروتوكول الموجودات الفضائية.

Some delegations expressed the view that a transfer of space assets under the space assets protocol might involve the transfer of ownership of a space object from an entity in one State to a non-governmental entity in another State.
25- وأبدت بعض الوفود رأيا بأن تحويل الموجودات بموجب بروتوكول الموجودات الفضائية يمكن أن ينطوي على نقل ملكية جسم فضائي من هيئة موجودة في إحدى الدول إلى هيئة غير حكومية موجودة في دولة أخرى.

The view was expressed that the space assets protocol should fully take into account the public service nature of satellite services and the need to protect the users of such services.
28- وأُبدي رأي بأن بروتوكول الموجودات الفضائية ينبغي أن يضع في كامل الاعتبار أن الخدمات الساتلية تتسم بطابع الخدمات العمومية والحاجة إلى حماية مستعملي تلك الخدمات.

Some delegations expressed the view that it was not the function of the Committee on the Peaceful Uses of Outer Space to endorse the text of the space assets protocol at any stage.

We need to insulate that arena from an arms race -- just as we have done with the seabed and with Antarctica -- and to protect the space assets of all nations in the interests of international peace and security.
