ويتمثل أحد التزامات الدولة المصدرة في تقديم إخطار مسبق إلى البلدان المستوردة وبلدان العبور والحصول على موافقة منها قبل البدء في أي شحنة من شحنات النفايات الخطرة.

When neither the State of export nor the State of import is a Contracting Party, the Protocol shall not apply;
ولا يسري هذا البروتوكول عندما لا تكون دولة التصدير ولا دولة الاستيراد طرفا متعاقدا؛

To this end the Parties concerned shall not oppose, hinder or prevent the return of those wastes to the State of export.
وتحقيقاً لهذه الغاية، على الأطراف المعنية ألا تعارض أو تعوق أو تمنع إعادة تلك النفايات إلى دولة التصدير.

وعلى دولة التصدير ألا تسمح ببدء النقل عبر الحدود إلى أن تتلقى الموافقة المكتوبة لدولة العبور.

Article 6 of the Convention stipulates that the State of export shall not allow the transboundary movement to commence until it has received from the State of import:
وتقضي المادة ٦ من الاتفاقية بألا تسمح دولة التصدير ببدء النقل عبر الحدود حتى يصلها من دولة الاستيراد ما يلي:

ويتمثّل الهدف في ضمان أن تسترد دولة التصدير النفايات التي يُعتَبر نقلها اتّجاراً غير مشروع.

وتحقيقاً لهذه الغاية، لا يجوز لدولة التصدير كأي دولة عبور الاعتراض على إعادة هذه النفايات الى دولة التصدير، أو إعاقة هذه الاعادة أو منعها " .
