282. Nonetheless, an interpretative declaration, like a reservation, may logically generate three types of reactions on the part of the States and international organizations concerned:

In the case set forth in guideline 2.8.7 and where the constituent instrument has not yet entered into force, a reservation requires the acceptance of all the States and international organizations concerned.

(b) It appears from the circumstances that it was the intention of the States and international organizations concerned to consider that person as representing the organization for such purposes, in accordance with the rules of the organization, without having to produce full powers. "
" (ب) إذا تبين من الظروف أن قصد الدول والمنظمات الدولية المعنية أن تعتبر هذا الشخص ممثلاً للمنظمة لهذه الأغراض، وذلك وفقاً لقواعد المنظمة، وبدون حاجة إلى تقديم وثيقة تفويض مطلق.

(b) It appears from practice or other circumstances that it was the intention of the States and international organizations concerned to consider that person as competent for such purposes without having to produce full powers.
