ويجوز نشر جزء من التقرير أو الاعلان عنه باتفاق بين اللجنة الفرعية والدولة الطرف.

1. In the application of this Protocol the Sub-Committee and the State party concerned shall cooperate with each other.
١- تتعاون اللجنة الفرعية والدولة الطرف المعنية معاً من أجل تطبيق هذا البروتوكول.

3. Before a mission is carried out, the Sub-Committee and the State party concerned shall, if either of them so requests, enter into consultations with a view to agreeing without delay on the practical arrangements for the mission.
٣- قبل القيام بأية بعثة، تدخل اللجنة الفرعية والدولة الطرف المعنية، إذا طلبت أي منهما ذلك، في مشاورات بغية الاتفاق بدون تأخير، على الترتيبات العملية للبعثة.

65. The observer for Switzerland considered the provision of a measure of deterrence at the discretion of the sub-committee as a necessary evil and expressed the hope that it would never be used, since such use would imply the failure of cooperation between the Sub-Committee and the State Party concerned.
٥٦ - وقال المراقب عن سويسرا إنه يعتبر أن النص على تدبير للردع بحسب تقدير اللجنة الفرعية شر له بد منه، وأعرب عن أمله في ألا يستخدم أبدا، ﻷن مثل هذا الاستخدام يعني عدم التعاون بين اللجنة الفرعية والدولة الطرف المعنية.

61. Regarding article 3, the Chairman of the drafting group said that a substantial amount of time had been devoted to discussions on the main principles to be contained in the article, namely those relating to the relationship between the Sub-Committee and the State party as well as the principles guiding the work of the sub-committee.
١٦- وفيما يتعلق بالمادة ٣، قالت رئيسة فريق الصياغة إن وقتاً كبيراً قد خُصﱢص لمناقشة المبادئ الرئيسية التي ستُدرَج في المادة، أي تلك المبادئ المتصلة بالعلاقة بين اللجنة الفرعية والدولة الطرف، وكذلك المبادئ التي توجه عمل اللجنة الفرعية.
