5. The Subsidiary Body for Scientific and Technological Advice (SBSTA) and the Subsidiary Body for Implementation (SBI) may wish to consider the joint annual report of the TEC and the CTCN for 2014 and recommend a draft decision on this matter for consideration and adoption at COP 20.
5- قد تود الهيئة الفرعية للمشورة العلمية والتكنولوجية والهيئة الفرعية للتنفيذ (الهيئتان الفرعيتان) النظر في التقرير السنوي المشترك للجنة التنفيذية والمركز والشبكة لعام 2014، وتوصية اللجنة التنفيذية والمركز والشبكة بصياغة مشروع مقرر بشأن هذه المسألة كي ينظر فيه مؤتمر الأطراف ويعتمده في دورته العشرين.

It includes a chapter on the joint key messages of the TEC and the CTCN for the Conference of the Parties (COP) at its twentieth session, as well as separate chapters on the activities and performance of each of the two bodies.

In response to that request, the TEC and the CTCN agreed on the procedures for preparing joint annual reports, as described in document FCCC/SB/2013/1, paragraph 3.

4. This document consists of the joint annual report of the TEC and the CTCN to the COP for 2014 and contains:

11. the TEC and the CTCN wish to provide Parties with the following joint key messages on how to further enhance action on technology development and transfer.
١١- وتودّ اللجنة التنفيذية والمركز والشبكة توجيه الرسائل الرئيسية المشتركة التالية إلى الأطراف بشأن كيفية المضي في تعزيز الإجراءات المتعلقة بتطوير التكنولوجيا ونقلها.

The high number of national designated entities nominated so far is very encouraging, and the TEC and the CTCN invite Parties who have not yet done so to nominate their entities as soon as possible;
ويشكل العدد الكبير من الكيانات الوطنية المعينة المرشحة حتى الآن أمراً مشجعاً للغاية، وتدعو اللجنة التنفيذية والمركز والشبكة الأطراف التي لم تقم بعد بتسمية كياناتها الوطنية إلى القيام بذلك في أقرب فرصة ممكنة؛

(a) A joint chapter of the TEC and the CTCN on the operationalization of the Technology Mechanism;

6. At COP 16, Parties acknowledged the importance of accelerating the development and transfer of environmentally sound technologies for all countries by establishing the Technology Mechanism, which is composed of two distinct yet highly complementary bodies: the TEC and the CTCN.
6- سلَّمت الأطراف، في الدورة السادسة عشرة لمؤتمر الأطراف، بأهمية تسريع وتيرة تطوير ونقل تكنولوجيات سليمة بيئياً لجميع البلدان من خلال إنشاء آلية التكنولوجيا التي تتكون من هيئتين مختلفتين ولكنهما متكاملتان للغاية هما: اللجنة التنفيذية والمركز والشبكة.

12. In order to further advance the work of the Technology Mechanism, the TEC and the CTCN urge Parties to nominate their national designated entities (NDEs) as soon as possible.
12- وبغية إحراز مزيد من التقدم في عمل آلية التكنولوجيا، يحث كل من اللجنة التنفيذية والمركز والشبكة الأطراف على تسمية كياناتها الوطنية المعيّنة في أقرب وقت ممكن().

2. By the same decision, the COP decided that the TEC and the CTCN shall report to the COP, through the subsidiary bodies, on their respective activities and the performance of their respective functions.
2- وقرر مؤتمر الأطراف، بموجب المقرر ذاته()، أن تقدم اللجنة التنفيذية والمركز والشبكة تقارير عن أنشطتهما وأدائهما تُقدّم إلى مؤتمر الأطراف عن طريق الهيئتين الفرعيتين.

3. By decision 2/CP.17, the COP requested the TEC and the CTCN to establish procedures for preparing a joint annual report, and also requested the secretariat to make available such joint annual report for consideration by the COP through its subsidiary bodies.
3- وطلب مؤتمر الأطراف، في مقرره 2/م أ-17()، إلى اللجنة التنفيذية والمركز والشبكة أن يضعا إجراءات لإعداد تقرير سنوي مشترك، كما طلب إلى الأمانة أن تتيح هذا التقرير لكي ينظر فيه مؤتمر الأطراف من خلال هيئتيه الفرعيتين.

9. Throughout 2014, the TEC and the CTCN have been collaborating closely on a number of activities and events and have been maintaining regular communication, including through the participation of their Chairs and Vice-Chairs at the meetings of the other body.
9- وقد شهد عام 2014 تعاوناً وثيقاً بين اللجنة التنفيذية والمركز والشبكة بشأن عدد من الأنشطة والأحداث، وجرت بينهما اتصالات منتظمة، بما في ذلك عن طريق مشاركة رئيسي كل هيئة ونوابه في اجتماعات الهيئة الأخرى.

5. The Subsidiary Body for Scientific and Technological Advice and the Subsidiary Body for Implementation may wish to consider the joint annual report of the TEC and the CTCN for 2013 and recommend any guidance on further action to be taken by the TEC and/or the CTCN, for consideration and adoption by COP 19, as appropriate.
5- قد تود الهيئة الفرعية للمشورة العلمية والتكنولوجية والهيئة الفرعية للتنفيذ (الهيئتان الفرعيتان) النظر في التقرير السنوي المشترك للجنة التنفيذية والمركز والشبكة لعام 2013، وتوصية اللجنة التنفيذية و/أو المركز والشبكة بأي إرشادات بشأن اتخاذ مزيد من الإجراءات، لكي ينظر فيها مؤتمر الأطراف ويعتمدها في دورته التاسعة عشرة، حسب الاقتضاء.
