In particular, Chapter I, Article 2, paragraph 4, of the Charter states that " All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations " .
إذ تنص الفقرة 4 من المادة 2 من الفصل الأول من الميثاق على ما يلي: ' ' يمتنع أعضاء الهيئة جميعا في علاقاتهم الدولية عن التهديد باستعمال القوة أو استخدامها ضد سلامة الأراضي أو الاستقلال السياسي لأية دولة أو على أي وجه آخر لا يتفق ومقاصد الأمم المتحدة``.

Every State has the duty to refrain in its international relations from the threat or use of force against the territorial integrity or political independence of any State, or in any other manner inconsistent with the purposes of the United Nations.
على كل دولة واجب الامتناع في علاقاتها الدولية عن التهديد باستعمال القوة أو استعمالها ضد السلامة الإقليمية أو الاستقلال السياسي لأية دولة، أو على أي نحو آخر يتنافى مع مقاصد الأمم المتحدة.

Reaffirming that all States Members of the United Nations should refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any State or in any other manner inconsistent with the purposes of the United Nations,
وإذ يؤكد من جديد أنه ينبغي لجميع الدول الأعضاء في الأمم المتحدة أن تمتنع في علاقاتها الدولية عن ممارسة التهديد أو استخدام القوة ضد السلامة الإقليمية أو الاستقلال السياسي لأية دولة أو على أي نحو لا يتماشى مع أغراض الأمم المتحدة،

In particular, all States shall refrain from the threat or use of force against the territorial integrity or political independence of any State, or in any other manner inconsistent with the purposes of the United Nations.
وبوجه خاص، امتناع جميع الدول عن التهديد باستعمال القوة أو استخدامها ضد السلامة الإقليمية أو الاستقلال السياسي لأية دولة أو على أي وجه آخر لا يتفق ومقاصد الأمم المتحدة.

All States must refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any State and from any intervention in matters which are essentially within the domestic jurisdiction of any State.
ويتعين على جميع الدول الامتناع، في علاقاتها الدولية، عن التهديد بالقوة أو استخدام القوة ضد السلامة الإقليمية أو الاستقلال السياسي لأية دولة، وعن أن تدخل في المسائل التي تندرج بالضرورة في نطاق الولاية القانونية المحلية لأية دولة.

In that regard, it shall not be understood that any group or people has a right to initiate any activity that would jeopardize the territorial integrity or political unity of the State.

All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations.

The right shall not be construed as authorising or encouraging any action which would impair the territorial integrity or political unity of sovereign and independent States conducting themselves in compliance with the principles of equal rights and self-determination of peoples.
ولا يُفسَّر الحق على أنه إذن أو تشجيع لأي عمل يمس سلامة الأراضي أو الوحدة السياسية للدول ذات السيادة والمستقلة التي تراعي في سلوكها مبدأي تكافؤ الحقوق وتقرير مصير الشعوب.

Negative security assurances derive their legitimacy from the Charter of the United Nations, in particular Article 2, paragraph 4, of the Charter, which calls upon Member States to refrain from the threat or the use of force against the territorial integrity or political independence of any State.
وتستمد ضمانات الأمن السلبية مشروعيتها من ميثاق الأمم المتحدة ولا سيما الفقرة الرابعة من المادة 2 من الميثاق التي تدعو الدول الأعضاء إلى الامتناع عن استعمال القوة أو التهديد باستعمالها ضد سلامة الأراضي أو الاستقلال السياسي لأية دولة.

Furthermore, the seventh paragraph of that section contains a requirement for every State to refrain from any action which would dismember or impair, totally or in part, the territorial integrity or political unity of sovereign and independent States.

)ز( الحالات التي تتخذ فيها إحدى الدول تدابير مضادة متناسبة انتقاما لضرر سابق، بشرط أن يسبق هذا اﻹجراء بذل محاولات للتفاوض من أجل التوصل إلى تسوية، وألا يكون هدف التدابير المعتمدة هو التعرض للسلامة اﻹقليمية أو الاستقلال السياسي للدولة المستهدفة.

(a) Endanger the territorial integrity or amount to intervention in the domestic jurisdiction of the responsible State;
