The key notion that required interpretation in order to be able to see clearly how the convention rules would apply if the convention did not extend to all the territorial units of a contracting State was the location of several connecting factors in a contracting State.

The present text of the article will need to be modified so that a State comprised of two or more territorial units may apply its own choice-of-law rules to the extent that they operate only among the territorial units within that State.
