4- الرئيس: أشار إلى أن بعض الوفود أصرّت، خلال المشاورات غير الرسمية السابقة، إلى أنه ينبغي أن يظهر الشرط المتعلق بالتوقيع في نص مشروع القانون النموذجي.

In particular, at the twenty-eighth session of the Working Group, during which the text of the draft Model Law was finalized for submission to the Commission, there was general support for a suggestion that the draft Model Law should be accompanied by a guide to assist States in enacting and applying the draft Model Law.
وبصورة خاصة، ففي دورة الفريق العامل الثامنة والعشرين، التي وضع خلالها نص مشروع القانون النموذجي في صيغته النهائية لتقديمه الى اللجنة، أبدي تأييد عام لاقتراح مؤداه أن يُشفع مشروع القانون النموذجي بدليل لمساعدة الدول على سنه وتطبيقه.

99. After discussion, the Commission decided that, for reasons of legal certainty and facilitation of the use of electronic means of communication, a new article should be included in the text of the draft Model Law and requested the drafting group to prepare a provision taking into account the above suggestions.
٩٩ - وبعد المناقشة، قررت اللجنة أنه ينبغي، ﻷسباب تتصل باليقين القانوني وبتسهيل استخدام وسائل الاتصال الالكترونية، تضمين نص مشروع القانون النموذجي مادة جديدة. وطلبت الى فريق الصياغة إعداد حكم يراعي الاقتراحات الواردة آنفا.
