49. In the area of transport law, Working Group III's commencement of the third reading of the draft Convention on the Carriage of Goods [Wholly or Partly] [by Sea] was a significant step forward, one that should make it possible to complete the draft Convention in 2008.

It also had before it the text of the draft UNCITRAL rules on transparency in treaty-based investor-State arbitration, as it resulted from the third reading of those rules, at the fifty-eighth session of the Working Group, and as contained in document A/CN.9/783.

The draft for the second reading, contained in working paper A/CN.9/WG.II/WP.176 and Add.1, of 30 November 2012, referred to certain outstanding issues, which were open to comments by States for the third reading of the rules on transparency. Those issues together with the pertinent comments by the competent authority of the State of Qatar are presented below.
إنَّ مسودة القراءة الثانية والواردة في الوثيقتين A/CN.9/WG.II/WP.176 وA/CN.9/WG.II/WP.176/Add.1 والمؤرختين في 30 تشرين الثاني/نوفمبر 2012، قد أشارت الى بعض المسائل المعلقة والتي تُركت مفتوحة لتعليقات الدول خلال القراءة الثالثة لقواعد الشفافية، وفي هذا الشأن ترد أدناه تلك المسائل وتعقيب الإدارة المختصة في دولة قطر على كل منها:

its consideration as part of the third reading of the rules on transparency as set out in paragraph 6 of document A/CN.9/WG.II/WP.176 (see also A/CN.9/760, paras. 123-124), and agreed to proceed first with the consideration of those issues.
15- استذكر الفريق العامل المسائل الموضوعية المعلَّقة التي تركت لينظر فيها الفريق ضمن إطار قراءته الثالثة لقواعد الشفافية، والتي بُيِّنت في الفقرة 6 من الوثيقة A/CN.9/WG.II/WP.176 (انظر أيضا الفقرتين 123 و124 من الوثيقة A/CN.9/760)، واتَّفق على تناول تلك المسائل أوَّلاً.

It further expressed the hope that the Working Group would complete its work on the revision of the UNCITRAL Arbitration Rules in their generic form, so that the final review and adoption of the revised Rules would take place at the forty-third session of the Commission, in 2010. At its fifty-second session (New York, 1-5 February 2010), the Working Group proceeded with the third reading of the draft revised text.
وأعربت اللجنة كذلك عن أملها في أن ينجز الفريق العامل عمله المتعلق بتنقيح قواعد الأونسيترال للتحكيم بصيغتها العامة بحيث يتسنى إجراء الاستعراض النهائي للقواعد المنقَّحة واعتمادها في الدورة الثالثة والأربعين للجنة، عام 2010.() وشرع الفريق العامل في قراءته الثالثة لمشروع النص المنقّح أثناء دورته الثانية والخمسين (نيويورك، 1-5 شباط/فبراير 2010).

At its forthcoming session it would conduct the third reading of the text of the draft uniform rules on electronic signatures, which would be an important exercise.
