107. The following specific points should be taken into account in preparing various sections of the report of the Secretary-General for substantive discussion at the third session of the Panel:

120. The Panel was informed that UNEP wished to withdraw its offer to host the third session of the Panel in Nairobi.

18. With regard to the third session of the Panel in 1996 at a venue to be determined, the holding of that session away from New York, as the established headquarters of the body, would again require an exception to paragraph 4 of General Assembly resolution 40/243.

A conference room paper on forest research will be before the Panel at its fourth session, in which the outcome of the third session of the Panel, and the results of the meeting on research policy dialogue organized by CIFOR in 1994 and of various government initiatives will be used as a starting point.

12. The Task Force feels that the various specific options suggested by Governments during the third session of the Panel could be clustered under two alternate approaches, as set out below.

It aims to provide a preliminary overview of the issues related to trade in forest products in general as well as its implications for the environment and sustainable forest management, in preparing for the substantive discussion of this programme element at the third session of the Panel.

At the third session of the Panel, it is scheduled for " further substantive discussion " .

It provides a general overview of the issue, followed by a short update of the current status, and a description of the range of considerations involved in preparing for the substantive discussion of this programme element at the third session of the Panel.

21. The second session of the Panel might wish to take note of this progress report and provide further guidance in the preparation of the report for substantive discussion at the third session of the Panel.

2. The objective of the third session of the Panel was to produce a document containing elements to be used by the Panel at its fourth session in preparing its final report to the Commission on Sustainable Development.

These summaries have not been subject to negotiation. They are transitional in nature, and the elements that have been put forward for substantive discussion at the second session of the Panel will remain open and start to be negotiated at the third session of the Panel.

103. The Panel considered the report of the Secretary-General contained in document E/CN.17/IPF/1996/11. It considered that the preparations for substantive discussion at the third session of the Panel should take into account the following points.

19. The Panel requested its secretariat, in the course of its preparations for the discussions at the third session of the Panel as well as for the final consideration at the Panel's fourth session, to take into account the underlying causes of deforestation as the basis for action on each of the other relevant programme elements of its programme of work.
١٩ - وقد طلب الفريق من أمانته أن تضع في اعتبارها، في سياق تحضيرها للمناقشات في خلال دورة الفريق الثالثة وكذلك للنظر بصورة نهائية في خلال دورته الرابعة، اﻷسباب الكامنة وراء إزالة الغابات بوصفها اﻷساس ﻷية إجراءات تتخذ بشأن كل من العناصر البرنامجية اﻷخرى ذات الصلة التي ينطوي عليها برنامج عمله.

96. The Panel considered the report of the Secretary-General on programme element III.2, contained in document E/CN.17/IPF/1996/10, taking into account the relevant paragraphs of the Forest Principles and chapter 11 of Agenda 21, and requested that the following points be taken into account in preparation for substantive discussion during the third session of the Panel.
٩٦ - نظر الفريق في تقرير اﻷمين العام بشأن العنصر البرنامجي الثالث - ٢، الوارد في الوثيقة E/CN.17/IPF/1996/10، واضعا في اعتباره الفقرات ذات الصلة من المبادئ الحرجية والفصل ١١ من جدول أعمال القرن ٢١، وطلب أن تؤخذ النقاط التالية في الحسبان لدى اﻹعداد للمناقشة الفنية التي ستجري في دورة الفريق الثالثة.
