Nuclear-weapon and non-nuclear-weapon States must comply fully with their nuclear disarmament obligations under article VI and implement the thirteen practical steps agreed at the 2000 Review Conference, including joining the control and verification regimes under the International Atomic Energy Agency (IAEA) safeguards agreements.
