In May 1998, following the thirty-sixth session of the Commission for Social Development, the organizational session of the Preparatory Committee for the special session of the General Assembly considered the question of the participation of non-governmental organizations at both the work of the Committee and the special session.

(i) To invite those non-governmental organizations that were accredited to the Fourth World Conference on Women or the World Summit for Social Development to attend the forty-second session of the Commission on the Status of Women or the thirty-sixth session of the Commission for Social Development, provided that they have started the process of applying for consultative status in accordance with Council decision 1996/315 of 14 November 1996;

Accordingly, in preparing for the thirty-sixth session of the Commission for Social Development and in response to the expressed intentions of the Economic and Social Council, the United Nations Secretariat organized an expert workshop on ways and means to enhance social protection and reduce vulnerability, held at United Nations Headquarters from 10 to 14 November 1997.
