The first Anti-Dumping Code was negotiated in the Kennedy Round, and the second in the Tokyo Round. and brings about a number of methodological and procedural changes. Amongst the most important are those relating to the clarification of methods to be used in calculating dumping margins.
٥٣- ويحسن الاتفاق المعني بممارسات مكافحة اﻹغراق الصيغ الغامضة أو غير الدقيقة الواردة في مدونة جولة طوكيو)٩١( ويدخل عدداً من التغييرات المنهجية والاجرائية، من أهمها التغييرات المتصلة بايضاح النهج المستخدمة لحساب هوامش اﻹغراق.

The AAD provision (article 15) regarding developing countries, simply repeats the Tokyo Round Code language by recognizing that " special regard must be given by developed country Members to the special situation of developing country Members when considering the application of anti-dumping measures under this Agreement.
٩٤- يكتفي حكم الاتفاق المعني بممارسات مكافحة اﻹغراق المتصل بالبلدان النامية )المادة ٥١( بترديد العبارات المستخدمة في مدونة جولة طوكيو بإقرار أنه " تولي البلدان المتقدمة اﻷعضاء عناية خاصة لوضع البلدان النامية اﻷعضاء الخاص لدى النظر في تطبيق اجراءات مكافحة اﻹغراق بموجب هذا الاتفاق.
