On 17 December 2002, following long and arduous internationally mediated discussions, the various Congolese parties signed a Global and All-Inclusive Agreement on the Transition in the Democratic Republic of the Congo in Pretoria.

2. Welcomes the conclusion of the Global and All-Inclusive Agreement on the Transition in the Democratic Republic of the Congo, signed in Pretoria on 17 December 2002 and the subsequent establishment of the Government of National Unity and Transition, and encourages the effective establishment of all transitional institutions;

Following intensive negotiations and international pressure, the Global and All-Inclusive Agreement on the Transition in the Democratic Republic of the Congo (hereafter referred to as the All-Inclusive Agreement) was signed in Pretoria on 17 December 2002 by the representatives of the components and entities to the Inter-Congolese Dialogue.
2 - على إثر مفاوضات مكثفة وضغوط دولية، وقَّع ممثلو العناصر والكيانات المشاركة في الحوار المشترك بين الكونغوليين في بريتوريا على " الاتفاق العالمي والشامل بشأن المرحلة الانتقالية في جمهورية الكونغو الديمقراطية " (المشار إليه فيما يلي بالاتفاق الشامل)، وكان ذلك في 17 كانون الأول/ديسمبر 2002.

Mr. Ngongi's tireless efforts, for which I am particularly grateful, have contributed considerably to the recent progress in the peace process in the Democratic Republic of the Congo, which is now entering a new phase, following the endorsement of the Global and All-Inclusive Agreement on the Transition in the Democratic Republic of the Congo by the participants of the Inter-Congolese Dialogue.

1. By its resolution 1493 (2003), the Security Council imposed an arms embargo on all foreign and Congolese armed groups and militias operating in the territory of North and South Kivu and Ituri, and on groups not parties to the Global and AllInclusive Agreement on the Transition in the Democratic Republic of the Congo.

7. Encourages the international community to continue to support the Transition in the Democratic Republic of the Congo and its institutions and, in particular, to provide assistance in the reform of national judicial institutions;

20. Despite the signature of the Global and All-Inclusive Agreement and the beginning of the Transition in the Democratic Republic of the Congo, South Kivu has remained the battleground for numerous armed groups.
