The Agreement formalizes the essential cooperation and interaction between the Tribunal and the United Nations, just as the Convention on the Law of the Sea itself foresaw the need for such an arrangement in establishing the new institutions under the Convention and in entrusting substantial functions to the Secretary-General of the United Nations.

It was understood that the use of the United Nations laissez-passer and the participation of the Tribunal in the United Nations Joint Staff Pension Fund (UNJSPF) and the United Nations common system would be dependent upon the relationship arrangement to be made between the Tribunal and the United Nations and that this would require further examination at a later stage.
٣٣ - كان مفهوما أن استعمال جوازات سفر اﻷمم المتحدة ومشاركة المحكمة في الصندوق المشترك للمعاشات التقاعدية لموظفي اﻷمم المتحدة والنظام الموحد لﻷمم المتحدة سيتوقف على الترتيب الذي سيتخذ بالنسبة للعلاقة بين المحكمة واﻷمم المتحدة وأن ذلك سيتطلب مزيدا من الدراسة في مرحلة لاحقة.

47. Another delegation suggested that the treaty by which the tribunal would be set up should be adopted by the General Assembly: the treaty in question should establish the obligations and powers of the United Nations organs that would be involved in facilitating the work of the tribunal, and agreements should be drawn up to regulate the relationship between the Tribunal and the United Nations and the obligations of the latter.
٤٧ - واقترح وفد آخر أن المعاهدة التي ستنشأ بموجبها المحكمة ينبغي أن تعتمدها الجمعية العامة: فينبغي للمعاهدة موضع البحث أن تحدد التزامات وسلطات أجهزة اﻷمم المتحدة التي ستشترك في تسهيل أعمال المحكمة، كما ينبغي وضع اتفاقات تنظم العلاقة بين المحكمة واﻷمم المتحدة والتزامات اﻷمم المتحدة.

7. The provision in paragraph 2 of article 4 will need more thought, in relation to status, legal capacity and the persons authorized to negotiate on behalf of the tribunal, once a decision has been taken as to the relationship between the Tribunal and the United Nations.
٧ - أما الحكم الوارد في الفقرة ٢ من المادة ٤، فسيحتاج الى مزيد من النظر فيه، فيما يتعلق بوضع المحكمة والصلاحية القانونية واﻷشخاص المأذون لهم بالتفاوض باسم المحكمة، بعد اتخاذ قرار بشأن العلاقة بين المحكمة واﻷمم المتحدة.
